The development of any program must take into consideration the maintenance tasks that need be carried out and the resources available, thereby ensuring that product quality and personnel safety standards are met. It follows that operational demands, whether they be from a service utility installation, a production line, a mainframe computer or an office environment, will play a major part in reaching the decision as to what type of maintenance program requires implementation. 

Timber can be viewed as a classic renewable material. Trees absorb carbon dioxide and utilize water and sunlight to produce a material that can be used in construction, to produce paper or to provide chemical feedstocks, with the production of oxygen as a byproduct. Furthermore, at the end of a product life cycle, the material constituents can be combusted, or composted to return the chemical constituents to the grand cycles . In essence, timber use represents a classic example of a cyclic materials flow, mimicking the flows of materials through natural cycles. Provided that we manage our forests well and do not harvest beyond the capacity of the planet to provide timber, we have at our disposal an inexhaustible resource available in perpetuity.

Evaluations of fuel resources or total fuel supply focus on critical economic and environmental issues as well as existence. These issues include availability, utilization patterns, environmental consequences, and related economic considerations.

Ayoub et al. [1987] developed a quantitative stress-strain index, called the job severity index (lSl),from empirical task analysis and epidemiologic data for manual materials handling tasks. This index computes the ratio of job task physical demands to person physical capacities from several interacting variables. The appHcation of the JSl is also detailed in Ayoub and Mital [1991]. Also, Kondraske [1995] defines a quantitative measure of stress that can be applied to individual performance resources. In this measure, defined as the ratio of resource utilization to resource availability, an adverse effect maybe noted when the stress level exceeds a threshold, which may be different for different types of performance resources (e.g., strength, range of motion, etc.).
