Step 1. The Laboratory Director shall establish prudent laboratory practices for handling chemical substances of unknown toxicity, requiring all R D substances to be made and used by or directly under the supervision of a technically qualified individuaL The Laboratory Director shall establish procedures for compliance with those practices, and shall identify the individuals responsible for specific tasks under those procedures. The Laboratory Director shall ensure that no amount of the R D substance is processed, distributed, or used for any commercial purpose other than R D unless it is distributed only as an impurity or part of an article or in accordance with any SNUR that may be appUcable. 

Step 5. The Laboratory Director shall keep documentation of all prudent laboratory practices that were instituted, in accordance with the Company s Record Retention Program, but not for less than five years from the conclusion of R D on the experimental product. 

The cornerstone of a sound program for prudent laboratory practices is a process designed to comprehensively review the operations and potential hazards associated with each experiment over its life cycle. This review should take place before any work is conducted. The diverse nature of research and development activities makes it advisable to have such a process in place as part of the scientific method of experimentation. In laboratories where this preliminary survey is routinely practiced, it has proved to be useful in both the maintenance of safe laboratory operations and the minimization of chemical exposure and waste generation. Because of the diversity of types of researchers and laboratory work, such processes— both formal and informal—can help individuals associated with new, modified, or unfamiliar experiments or procedures to plan and work safely, responsibly, and productively. By first evaluating the work area, materials, equipment, and procedures in depth, hidden hazards may be identified and addressed. The pre-experiment review process can also help to ensure that every experiment and laboratory operation complies with all applicable laws, regulations, and other policies. Moreover, by addressing all relevant health, safety, and environmental issues when an experiment is first conceived, further research, scale-up, or development based on it can be made safer and more effective.

Security begins with the individual, and prudent security practices for laboratories should include a system that limits access to authorized personnel who have a need to work in the laboratory. Authorized personnel should be approved to work in a particular area and have access and authority to use COCs by someone in the institution. Authorized personnel should be given access through keys or card keys and may have identification badges. The issuance of keys or card keys should be subject to an established process in which laboratory personnel sign for keys and turn them in when they leave the program. Keys should be of a type that is not readily duplicated.
