Testing is a critical aspect of plastics performance, and there is an extensive network of testing services in the plastics industry. This includes manufacturers of test equipment, independent testing labs, and industry organizations that develop test standards. Test equipment manufacturers supply equipment to all of the participants in the supply chain, and may also offer test services on a contracted basis. Most resin suppliers have extensive in-house testing, primarily for material characterization, but they may also offer test services for customer applications. Independent testing labs typically offer services on a contracted basis and are often considered the private investigators of the industry. 

Since the late 1980s, several developed countries have made major public sector commitments to build awareness of cleaner production, also referred to as pollution prevention and waste minimization. These commitments, most notably in Denmark, the Netherlands, the U.K. and the U.S., have led the private sector to investigate and implement pollution prevention measures for existing processes and products. In those jurisdictions where a formal workers compensation system is in effect, the compensation health records provide the most definitive information available because the medical, social, and work history of each employee who applies for workers compensation is investigated in comprehensive detail and is made available in large part to management. Currently, relatively few illnesses, as compared to injuries, are considered for workers compensation claims. Information for risk assessment derives from studies published in the scientific literature and also developed in private and government laboratories. Once the scenario to be investigated is defined, it becomes possible to identify the pertinent scientific literature, and to retrieve it for study and critical evaluation.
