Chapter 2 examines the current state of scientific research into how chemical exposures affect human health. There are good human studies on only a few substances. Animal and bacterial studies are more plentiful but are a poor substitute. Furthermore, better research will contribute surprisingly little to many chemical exposure disputes, which involve equity conflicts and trade-offs falling in the realm of policy analysis. [Pg.2]

The failure of poor people to purchase risk information or risk-reduction services is not evidence that information and risk-reduction markets do not work well. Poor people do not consume certain items because they do not have sufficient income, not because markets do not work well. Economically informed policy analysis argues that the state should not intervene in the interactions of particular markets to ameliorate equity concerns. If any redistribution occurs, it should be at the level of the economy as a whole and not in any particular market. [Pg.27]

There remain significant data limitations on the demand side. Despite commendable progress made in a number of Member States, in the area of prevalence estimates for example, far more remains to be done to provide a truly reliable basis for trend and policy analysis and needs assessments. The work being done on the World Drug Report 2007 provides yet another opportunity to emphasise the global need for improving data collection and monitoring to improve the evidence base for effective policy. [Pg.258]

Energy Policy Analysis. In 1977, President Carter proposed a National Energy Plan (NEP) to the Congress for the nation s future energy policy. Although unprecedented in its scale and scope, the main pillars of the EU ETS were built on many years of economic research into theories of emissions trading, combined with practical experience of emission trading schemes principally in the USA. Yet the analogies are far from exact, and the emerging experience with the EU ETS is beginning to highlight the profound nature of the differences - many of which have thus far been under-appreciated in economic and policy analysis. [Pg.8]

Much of the policy analysis now performed on the subject speaks to hydrogen supply and demand under steady-state conditions. But if an effective transition cannot be achieved, neither can the benefits of the steady state. Thus, technologies and policies developed explicitly for a transition remain important, even if they do not carry over into the mature hydrogen economy. This issue of how to effect the transition has several dimensions ... [Pg.37]

Cost-effectiveness and cost-benefit analyses are frequently mentioned in academic and policy-analysis circles. These notions center on careful examination of the costs and their corresponding outputs. Eisenberg defines cost-effectiveness analysis as the measure of the net cost of providing service (expenditures minus savings) as well as the results obtained (e.g., clinical results measured singly or a series of results measured on some scale). Cost-benefit analysis determines whether the cost is worth the benefits by measuring both in the same units. Such analyses will be critical, as future policy decisions are made with regard to the collection, allocation, and utilization of finite resources in the health care system for the enhancement of health status of the American people. [Pg.1991]
