There remain significant data limitations on the demand side. Methods of assessing rebound and withdrawal in more clinically relevant terms have been available for many years (e.g., [8]). In the past decade, regulatory authorities have insisted on discontinuation studies after short-term use as well as long-term maintenance or relapse prevention. This applies to hypnotics in equal force despite most product licences now restricting hypnotic use to short-term (2 1 weeks) use. An adequate number of subjects, normal and insomniac, must be studied. Rebound needs assessment over more than one night, with a variety of techniques including PSG, activity meters, and subjective reports. Standard sleep questionnaires can be used for the subjective assessments.

Recognizing the step-by-step process involved in even the smallest pharmaceutical project can help focus attention in a manner that will result in a successful project. The formal schedule of a well-conceived project will include needs assessment, front-end planning, and preliminary design. It is important that project progress is measured against such a schedule and not just by the visual impact caused by bricks and mortar being installed.

Community needs assessment. A community needs assessment must be conducted to identify the preexisting prevalence of disease and to identify those high-risk, high-need patients that may need to be transported in the event of an evacuation or whose needs may necessitate the provision of care in nontraditional sites. This needs assessment provides a foundation for planning along with baseline data for establishing the extent of the impact of the disaster.
