Performance assessment, program policies

In 1995, the US-EPA updated and issued the current Agency-wide Risk Characterization Policy (US-EPA 1995). The Policy called for all risk assessments performed at US-EPA to include a risk characterization to ensure that the risk assessment process is transparent. It also emphasized that risk assessments should be clear, reasonable, and consistent with other risk assessments of similar scope prepared by programs across the Agency. 

QC sample analysis program and results, instrument testing and maintenance records, results of performance demonstration projects, results of data assessment, audit reports, and record retention policies. 

Oualitt Assurance Program or OAP The overall program established by an organization to implement the requirements of this Order. The Program assigns responsibilities and authorities, defines policies and requirements, and provides for the performance and assessment of work. 

A management tool used to measure the effectiveness and efficiency of the implementation of safety policy, programs, and procedures by subjecting each area of an activity to a systematic critical examination with the purposes of minimizing loss, and providing a quantified assessment of performance and actions needed to render identified hazards harmless. The Safety Management Cycle (SMC) is a model that was introduced by the Federal Motor Carrier Safety Administration (FMCSA) as a part of its Compliance, Safety, Accountability (CSA) enforcement program. SMC systematically assesses your company s safety management practices, leading motor carriers to make improvements where necessary. The SMC moves beyond identifying what the safety violation is to why the safety performance issue is occurring so motor carriers can develop or refine policies, practices, and operations to improve their safety performance. 

An audit is an independent examination of a work product or set of work products to assess compliance with specifications, standards, contractual agreements, or other criteria. There are many different types of audits, such as functional configuration audit (FCA), physical configuration audit (PCA), software audit, and safety audit. The purpose is to conduct an independent review and examination of system records and activities in order to determine the adequacy and effectiveness of the work performed, to ensure compliance with established policy and operational procedures, and to recommend any necessary changes. An audit can be either a formal or informal review of a program, to determine if objectives and requirements have been met. An audit also involves identifying deficiencies, problems, and issues. 

For cost and demand data, we use the cost-benefit assessment performed by the Washington State Institute for Public Policy (WSIPP) (Lee et al. 2012).
