One other development in support of analytical data quality must be mentioned, namely the use of round robin analysis, which has developed into a number of laboratory performance assessment programs, and also known as proficiency-testing schemes. A proficiency-testing scheme does not eliminate the need for a quality system. In fact, the scheme can at best provide only a snapshot of how a laboratory was performing on particular analyses on one occasion. Moreover, such schemes still exist only for a fairly limited range of sample and analyte combinations.

Using Control Charts for Quality Assurance Control charts play an important role in a performance-based program of quality assurance because they provide an easily interpreted picture of the statistical state of an analytical system. Quality assessment samples such as blanks, standards, and spike recoveries can be monitored with property control charts. A precision control chart can be used to monitor duplicate samples. 

Site characterization studies include a surface-based testing program, potential environmental impact, and societal aspects of the repository. Performance assessment considers both the engineered barriers and the geologic environment. Among features being studied are the normal water flow, some release of carbon-14, and abnormal events such as volcanic activity and human intmsion. The expected date for operation of the repository is 2013. 

There is no mention that a prior hazard assessment will be acceptable. It is only common sense that OSHA would not expect employers with a previously documented hazard assessment program that meets the new requirements to perform another assessment. Yet there is no way of knowing if this will be acceptable. Employers should use good judgment on what is an effective hazard assessment. Bear in mind, hazard assessment should incorporate any applicable American National Standards... 

Although the ability to minimize percolation is a performance criterion for final cover systems, limited data are available about percolation performance for final cover systems for both conventional and alternative designs. The United States Environmental Protection agency (F.PA) is required by several Congressional and other mandates to assess the effectiveness of air pollution control efforts. An assessment program is incomplete without the final step of bringing closure to the audit process. This can only be performed after all the quality and compliance enhancements have been implemented and evaluated over a predetermined period of time. Recent work done on physical vapor barriers was performed by the Industrial Cooperative HF Mitigation/Assessment Program (ICHMAP) (Petersen and Radcliff, 1989). Four types of colloids were considered in the WIPP program intrinsic actinide colloids, mineral colloids, microbes, and humic acid colloids (US DOE, 1996). Intrinsic actinide colloids, consisting of polymerized hydrated actinide hydroxides, are not stable in the neutral to moderately basic pH conditions expected in the WIPP, and were assumed not to contribute to the total actinide concentrations in solution. Mineral colloids are destabilized and tend to flocculate in the high-ionic-strength WIPP brines (Kelly et al., 1999). In the performance assessment calculations for the WIPP, a highly conservative value of 2.6 X 10 mol actinide per liter, for each actinide, was assumed to be bound to mineral colloids and to contribute to the mobile fraction. Actinides sorbed onto microbes and humic acids were estimated to contribute significantly to the concentration of mobile actinides in WIPP brines as discussed above (Section 9.06.3.2.2).

After entering all reaction data, a SMART assessment can be performed.
