The Navy Health Research Center s Toxicology Detachment has proposed submarine escape action levels (SEALs)—concentrations above which crew members health and ability to escape could be jeopardized—for each gas. Review involves a systematic appraisal by a government agency or independent review panel. 

Other offices within ODER may become involved in the review process via consults. Eor example, the Office of Epidemiology and Biostatistics analyzes statistical data, the Office of Research Resources provides bioavailabiHty reviews, and the Office of Compliance determines from the results of inspections whether the firms meet EDA s Current Good Manufacturing Practice (cGMP) regulations. Advisory committees composed of independent experts are often asked to meet and further analyze the data. Often they also advise as to what additional data and information may be needed. After PDA s review is completed, PDA issues either a Summary Basis of Approval (SBA) for the dmg or a recommendation against approval. If approved, PDA releases the SBA and a summary of the safety and effectiveness data to the general pubHc. 

Consequendy, the figures of Table 7 are stiU appHcable to the present day. More recent independent reviews (27,28) indicate a slighdy lower wodd output of 750,000 to 800,000 t/yr. With the present state of the wodd economy in 1993 the growth rate for the industry is likely to be as low as 2—3%, but even this low figure represents something like an additional 20,000 t/yr. The laser-Doppler anemometer measures local fluid velocity from the change in frequency of radiation, between a stationary source and a receiver, due to scattering by particles along the wave path. A laser is commonly used as the source of incident illumination. The measurements are essentially independent of local temperature and pressure. This technique can be used in many different flow systems with transparent fluids containing particles whose velocity is actually measured. You should consider obtaining internal and external quality assurance reviews of the study (to ferret out errors in modeling, data, etc.). Independent peer reviews of the QRA results can be helpful by presenting alternate viewpoints, and you should include outside experts (either consultants or personnel from another plant) on the QRA review panel. You should also set up a mechanism wherein disputes between QRA team members (e.g., technical arguments about safety issues) can be voiced and reconciled. All of these factors play an essential role in producing a defendable, high-quality QRA. Once the QRA is complete, you must formally document your response to the project team s final report and any recommendations it contains.
