The aforementioned reviews and assessments were assimilated to characterize the effect of dielectric, rotational, and mechanical hazards on motor performance and operational readiness. Functional indicators were identified that can be monitored to assess motor component deterioration caused by aging or other accidental stressors. The study also includes a preliminary discussion of current standards and guides, maintenance programs, and research activities pertaining to nuclear power plant safety-related electric motors. Included are motor manufacturer recommendations, responses from repair facilities to a questionnaire, in-service inspection data, expert knowledge, USNRC-IE audit reports, and standards and guides published by the Institute of Electrical and Electronics Engineers (IEEE).

The trial burn can be seen as the test drive of the incinerator. It is the time when the owner/ operator will bring the unit up to operational readiness, monitor the key operating conditions, and measure the emissions. The trial burn test conditions are based on the operating conditions proposed by the permit applicant in the trial bum plan submitted to U.S. EPA for evaluation. U.S. EPA establishes conditions in the permit necessary to conduct an effective trial bum, meaning that the burn will be representational of the incinerator s intended day-to-day operation and will yield meaningful data for analysis. 

The pretrial burn phase of the permit allows the BIF to achieve the state of operational readiness necessary to conduct the trial burn. The pretrial burn permit conditions are effective for the minimum time (not to exceed 720 h) required to bring the BIF to a point of operational readiness to conduct a trial bum. This phase is often referred to as the shakedown period. 

A prediction of useful life for solid propellant rockets is quite important, from the standpoint of operational readiness and economic considerations. The premature removal and replacement of deployed systems, based on inaccurate storage life estimates, can be costly. A specific missile system and propellant combination could become obsolete while long term storage data are being compiled. Accelerated aging tests are normally used to give qualitative indications of storability, but the deficiencies of these tests are obvious and are discussed later. 

A shakedown period is the time during which an incinerator is brought to a state of operational readiness necessary to conduct a trial burn. The shakedown period is initially limited to 720 hours of operating time if needed, an additional 720 hours can be requested.

As noted in Chapter 3, the Navy should prioritize the acquisition and distribution of additional protective garments and masks to the fleet, bases, installations, and port facilities to enhance operational readiness against the mounting specter of asymmetric chemical or biological attacks.

Operational readiness is defined as the probability that a system either is operating or can operate satisfactorily when the system is used under stated conditions. Operational readiness deals with all the time elements, including storage time, free time, operating time, and downtime.

There is one other component of the system. To ensure operational readiness, the FMIS contains an interceptor simulator that periodically is used to mimic the flight computer in order to detect a failure in the system. 

An in-service test program will be developed that includes preservice (baseline) testing and a periodic inservice test program to insure that all "safety-related" valves will be in a state of operational readiness to perform their principal radionuclide control function throughout the life of the plant. The test program will be based on the ASME Boiler and Pressure Vessel Code, Section XI, Division 2, Subsection IGV (primarily IGV-1000). 

Some of the elements in Table 1.4, such as Management of Change, are identical to those in Table 1.3. Others are modified—e.g.. Prestartup Safety Review becomes Operational Readiness. But some of the elements in Table 1.4, such as Measurements and Metrics, are completely new. One of the topics in the original OSHA list— Trade Secrets— has been removed. 

It is an unusual project that does not run into scheduling and/or budget problems. Such problems inevitably create pressure to take shortcuts or to eliminate some equipment items so as to get the project back on schedule thereby increasing the chance of a PSM shortcut. The MOC and Operational Readiness programs should help ensiue that such actions do not create an unacceptable safety problem.
