Facility objectives

Scope defines the System s boundaries and identifies its interfaces with other systems, organizations and facilities. Objectives define the systems purpose and expected results. [Pg.82]

The operations group will develop general operating and maintenance objectives for the facilities which will address product quality, costs, safety and environmental issues. At a more detailed level, the mode of operations and maintenance tor a particular project will be specified in the field development plan. Now that it is possible to establish test facilities in a laboratory to simulate the time history of an earthquake seismic tests are conducted by creating the ground movements in the test object. Other methods, such as by analysis or by combined analysis and testing, are also available. Refer to IEEE 344 and lEC 60980 for more details. For this purpose a shake table, able to simulate the required seismic conditions (RRS) is developed on which the test object is mounted and its performance observed under the required shock conditions. Since it is not easy to create such conditions in a laboratory, there are only a few of these facilities available. The better equipped laboratories are in Japan, the USA, the UK, Greece, Germany, India and China. QRA practitioners can use to satisfy some QRA objectives. Also, the American Institute of Chemical Engineers (AIChE) has sponsored a project to expand and improve the quality of component failure data for chemical industry use. And many process facilities have considerable equipment operating experience in maintenance files, operating logs, and the minds of operators and maintenance personnel. These data can be collected and combined with industrywide data to help achieve reasonable QRA objectives. However, care must be exercised to select data most representative of your specific system from the wide range available from various sources. Even data from your own plant may have to be modified (sometimes by a factor of 10 or more) to reflect your plant s current operating environment and maintenance practices. [Pg.10]

If there is a lack of specific, appropriate data for a process facility, there can be considerable uncertainty in a frequency estimate like the one above. When study objectives require absolute risk estimates, it is customary for engineers to want to express their lack of confidence in an estimate by reporting a range estimate (e.g., 90% confidence limits of 8 X 10 per year to 1 X 10 per year) rather than a single-point estimate (e.g., 2 X 10per year). For this reason alone it may be necessary for you to require that an uncertainty analysis be performed. [Pg.39]
