Environmental, health and safety specialists

In addition, meetings must be seen as relevant and important by those who attend them. If the focus wavers, or the task to be achieved is perceived as unimportant, key people will not make time to attend. Six important rules for successful meetings are  

Clients and principal contractors have legal duties under the Construction (Design and Management) Regulations 

1994 (CDM) to ensure that only competent contractors are engaged, and that an adequate Safety Plan is in place before the start of work is authorised. One way of making sure that these duties are complied v/ith is to hold meetings between the selected contractors at which safety, health and environmental aspects of the work are reviewed. Each contractor should provide a detailed Safety Plan, including where appropriate a health, safety and environmental risk assessment. 

A pre-start meeting should be held by the principal contractor with each contractor to review their plan, and the overall site Safety Plan, in advance of commencement of work on site. The meeting can also be used to explain the principal contractor s role in safety, health and environmental management, together with any specific requirements related to the particular project. A follow-up meeting may be required. 

The objective of the pre-start safety kick-off meeting is thus to ensure that the client s and principal contractor s policies are known to each contractor, and to allow contractors adequate time to revise their own plans and procedures where necessary to secure conformance.

Licensing authorities would assess the safety and environmental performance of applicants. This might be controversial in the United Kingdom insofar as it could be read as reintroducing elements of safety regulation to the licensing authority. Insofar, however, as the Secretary of State simply awarded points to applicants on safety and environmental criteria, in the same way that he or she does currently, for example, on criteria related to exploration plans, and insofar as health and safety remained the preserve of the dedicated specialist regulator, no problems need arise. 

Enforcement of health and safety laws in particular areas of employment is undertaken by specialist inspectorates such as the Nuclear, Mines and Quarries, Railway, Agricultural and Explosives Inspectorates as well as Environmental Health Officers and Department of Energy Inspectors of Offshore Installations. Responsibility for the enforcement of fire matters is delegated to the Fire Authority and for offices and shops to the Local Authorities. 

Such qualified specialists could be persons (1) who, because of education, training, or experience, or a combination of these factors, is capable of understanding the health and environmental risks associated with the chemical substance which is handled under his or her supervision, (2) who is responsible for enforcing appropriate methods of handling, treating and disposing of chemicals to minimize risks, and (3) who is responsible for the safety assessments and clearances related to the procurement, storage, use, and disposal of the chemical substance as may be appropriate or required.

With technology and other changes there is always something new to leam. Education specialists in safety and health help people to deal with job tasks and change. The specialized organization for trainers is the National Association for Environmental Safety and Health Trainers (NESHTA). 

This author is fortunate to have a close association with a highly successful business executive whose degree is in finance and who managed a large operation for which the inherent risks were substantial and the regulatory requirements were extensive. Operations at his location required having a large staff of safety professionals, environmental specialists, and health physicists.
