In the bibliography to ISO/TS 16949 there is only one customer reference manual mentioned the QS-9000 Measurement Systems Analysis Manual. This provides excellent guidelines for selecting procedures to assess the quality of a measurement system. It includes an introduction to measurement systems, explains the factors that cause variation in a measurement system, has guidance for preparing for a measurement system study, and includes step-by-step procedures for determining the degree of each type of variation present in a measurement system.

The requirements for product approval are defined in the reference manuals. You may not need to prepare product approval submissions for all the parts you supply. The applicability of product approval procedures is affected by several factors so definitive solutions cannot be offered. The fundamental requirement is that if you supply product to the automotive customers you need a product approval procedure in place to gain ISO/TS 16949 registration. If you have been supplying parts for some time without product approval then you should confirm with your customer that you may continue to do so. 

For those suppliers not conforming to Ford, General Motors, and Daimler Ghrylser requirements, other analytical methods and acceptance criteria may be used if approved by the customer. If you lack any documented methods, the MSA Reference Manual is recommended. 

The quahty manual should be organized to faciUtate referral to the quahty system standard. It should be brief and refer to other documentation for more detail. The manual should be under document control, ie, each page is uniquely identified as to date or revision number and its preparer. It is common practice to offer customers a copy of the manual upon request, ie, the manual should not be proprietary. 

The second aspect of quahty documentation is to detail how the work processes referred to in the manual are performed. The QA unit is often the organization responsible for issuing a set of procedures designed to assure conformance to the appropriate standards or to company poHcy. The procedures, often called standard operation procedures (SOP) or quahty operating procedures (QOP), should include such topics as customer complaints, audit protocols, stabihty testing, preparation of COAs, test method vahdation, etc.

A Design Review should be conducted before testing begins. This will normally involve developing a Requirements Traceability Matrix (RTM). If no detailed design information is available then cross-references should be made between the newly prepared System Specification, available operator manuals, and user procedures. Source Code Reviews will be expected for custom (bespoke) software under the control of the pharmaceutical or healthcare company, and redundant code identified should be removed.
