Cooperation is imperative in this process, and education and outreach go hand-in-hand with consensus building. I first met Rich in February 2001.1 was in DC for a meeting, and a friend invited me to an Army Corps of Engineers-sponsored community meeting at Sibley Hospital, in the Spring Valley neighborhood in northwest Washington. In the past decades CE was subject of intensive research and development activities. An active community is the International Society for Productivity Enhancement, Inc. (www.ispe-org.net), which encompasses the work of many researchers and industry experts around the world. In 1994, ISPE introduced the annual international conferences on Concurrent Engineering, which have become formative meetings for a community of people from many countries all over the world. Researchers and senior experts from this community meet every year to share their experiences and discuss current issues on Concurrent Engineering. Many subjects and applications have been discussed during these meetings, including their developments and challenges. 

Conflict Management. Urban planners are most frequently hired to help resolve conflicts about land use. One of the most important roles played by many urban planners is that of mediator. Planners, as outside parties, gather information from all sides and incorporate this information into their recommended plans. This process can involve participating in community meetings and defending findings in front of businesses, residents, and government committees that may be critical of the planners advice.

The SIMOPs program should start with a kickoff meeting that will be followed with regular and frequent communication meetings. 

In particular, the plan sets out a framework and provides delivery mechanisms necessary to rebuild existing communities, develop new communities, meet the land use needs of commercial and industrial businesses, rebuild and develop the infrastructure needed to support these activities.
