In the words of a recent paper on MSE education (Flemings and Cahn 2000), chemistry departments have historically been interested in individual atoms and molecules, but increasingly they are turning to condensed phases . A report by the National Research Council (of the USA) in 1985 highlighted the opportunities for chemists in the materials field, and this was complemented by the NRC s later analysis (MSE 1989) which, inter alia, called for much increased emphasis on materials synthesis and processing. As a direct consequence of this recommendation, the National Science Foundation (of the USA) soon afterwards issued a formal call for research proposals in materials synthesis and processing (Lapporte 1995), and by that time it can be said that materials chemistry had well and truly arrived, in the... 

Under US regulations, each institution conducting research with human subjects must have its own IRB. These perform the same functions as the Independent Ethics Committees in Europe, and should contain at least five members, one of which should be independent of the institution. There should be available a mixture of scientific and non-scientific expertise capable of assessing research proposals from legal, ethical and scientific perspectives. One of the most demanding exercises that scientists engage in is writing research proposals to obtain funding to support their work. Sketch out the structure of an expert system that would be able to help in this task. 

The Federal Circuit then briefly summarized the utility requirement. To have utility, inventions must have "substantial utility" and "specific benefit existing in currently available form [6]." IRBs must provide written notification to investigators and institutions of their decisions to approve, require modifications in, or disapprove proposed research activities. Decisions to disapprove a proposed research proposal must be accompanied by a statement of reasons for the decision and provide the investigator an opportunity to respond in person or in writing. 

Perhaps this is the way it should be - in essence, a zero defect policy for all research proposals. On the other hand, perhaps the process has become so laborious and frustrating that researchers postpone or abandon useful experiments. Ethics is not a simple subject. Today it is a new profession. Practitioners, called ethicists , have increasing power to judge whether certain kinds of experiments are permissible.
