The secretary, under the law, must review and approve the required assessment, plan, and implementation for each facility. The statute prohibits the secretary from disapproving a site security plan on the basis of the presence or absence of a particular security measure, but the secretary may disapprove a site security plan that does not meet the risk-based performance standards. The secretary may approve vulnerability assessments (see chapter 5) and site security plans created through security programs not developed by DHS, so long as the results of these programs meet the risk-based performance standards established in regulation. 

However, realistically there will always be some differences between the transferring and receiving facilities and remediation together with risk assessment plans, to address the impact of those differences, should be prepared. 

Substitution Assessment Planning, substitution is not envisaged as a simple process. It also takes account implicitly of the need to develop effective alternatives where they are not already available and to adapt rapidly to technical progress. 

Executive functions can be sub-classified into volition, planning, purposive action and effective performance. Volition, this most subtle and central realm of human activity (Deutsch Lezak, 1995, p.651), is not usually assessed in drug experiments. Typical tests to assess planning are mazes of different complexity and brain teasers such as the Tower of London or Hanoi In drug experiments with healthy volunteers, purposive action and effective performance are usually measured by means of the methods listed in Tables 3.1 and 3.3. 

A pharmacist also is likely to make use of interpersonal communication skills when interacting with patients and other practitioners such as physicians. Training in these skills is essential. For example, pharmacists may need practice and critical feedback in writing effective SOAP (subjective, objective, assessment plan) notes to be sent to physicians. It is important that pharmacy personnel develop confidence in their ability not only to provide new pharmacy services but also to market their services to all groups of consumers (i.e., patients, health care providers, and payers). 

Once the safety argument has been constructed and documented, it is analyzed for flaws according to whatever regulatory or assessment criteria happen to be in place in the application domain (whether the system is suitable for use). To support the assessor s reasoning an Assessment Plan is to be developed and maintained, which includes a Safety Claim Structure to be completed (compare section 5 of this presentation). 

Systematic project planning This element ensures that the level of detail required for project planning matches the use of the data being collected, which in turn is determined by the intended end use of the site. Such an approach differs from typical site assessment planning, which often approaches all sites as if they are similar, with standardized sampling strategies (e.g., two soil samples per square meter ), analytical requirements ( test all samples for 36 common contaminants ), and assumed end uses ( all soils will be remediated to residential standards ).

Preliminary identification of potential human exposure provides much needed information for a site assessment plan. In order to perform a preliminary assessment, sample collection and analysis must occur.
