The detailed analysis, involving many respondents inside and outside the company, led to changes in the overall innovation process, ie, a company-wide priority system for innovation projects, measures of innovation for each functional and business area, training and supportive management systems for project managers, informal multifunctional teams in concept development and market development, a stmctured needs identification process, and appointment of a process steward to monitor the innovation process, measure how it functions, and coordinate innovation projects. 

To make sure that safety is a priority at your projeet, the safety plan needs to be adhered to. All workers should beeome familiar with and trained in at least those parts of the safety plan that may aflfeet them. Workers should not be deemed qualified to perform their assigned job funetions until site management is satisfied that they have reeeived not only the required funetional training, but other safety-related site-speeifie instruetions. 

Another company may accomplish the same goal less formally. An ad hoc committee (at the corporate or facility level) might brainstorm on resource needs, discuss priority items with an empowered manager, and gain veriaal approval. The difference is one of style, as opposed to substance in both cases the task of identifying tools and training has been addressed. 

Remember as you set priorities that you and your team must consider the expected benefit to the company, division, or unit as a whole, rather than simply addressing a single gap. Obviously, any specific immediate risk you identify in the course of your assessment must be dealt with quickly and responsibly however, be careful not to let anomalous findings skew your perspective on broader priorities. For example, the absence of a capital project review process is a significant gap. However, if there is only one project per year this gap may have lower priority than an existing but seriously deficient operator training program. 

In the immediate term, however, your plan may be most effective if you focus on the specific needs and priorities you have identified in the course of your work so far. If you clearly define the scope of your plan, and it directly addresses specific needs, your efforts will be far more successful than if you try to do all things for all people. Moreover, focusing on priority needs will almost certainly provide a sound basis for expansion or adaptation for example, procedures developed to address training for operators using high-hazaid materials at one facility (see Rextown vs. Effingham in Figure 5-2) should be readily adaptable to lower-hazard substances at another facility— far more so than the other way around. 

In addition to the management level factors which can be specifically linked to operational level factors (procedures, training, and design), the HFAM tool also provides an assessment of other management level factors which will impact upon error likelihood in a less direct way. Quality Management system priorities to consider are management responsibility, quality system principles, auditing, contract review, design control, corrective action, document control, quality records, training, product safety and liability, and statistical techniques, because these are critical aspects of the Quality Management system where Xmple Inc. already has some systems in place. 

I As you develop your network of tasks, you will quickly realize that not only are tasks within one priority area interrelated, but there are also relationships with other priority areas. These relationships will determine the order in which some tasks are completed and the resources you need to apply to complete them by a given date. For example, the team will need to develop programs and elements before they develop the contents of a training program, yet the training program itself may be a vital part of the process for developing individual responsibilities for that content. 

The need for the use of safety procedures by contract personnel will require additonal training and higher priorities in procedural reviews.

This includes inexpensive diagnostic test to confirm diagnosis, and well-informed trained clinicians, pharmacists, nurses and other health staff to help patients, especially those with chronic illnesses, to adhere to their treatments. An overall capacity strengthening of the health and supply systems is a pre-requisite to respond adequately to the increased medical and pharmaceutical needs of populations.
