Health protection

There are a number of well established techniques for looking after the health of employees. These include taking action to prevent ill-health, providing means to prevent employees coming into contact with hazardous substances and ensuring that if they are hurt in any way their injuries are properly treated. 

This chapter looks at the means to protect employees health.

State intervention in man s activities to protect the health of the inhabitants goes back to prehistory. The motivation may not have been altogether altruistic the king acted to protect his subjects because he regarded them as his property. Public health protection began for disease control. With industrialization, came the need for control of even more hazardous forces and substances. This extended protection became technological in accident analysis and response. Present efforts in controlling risk, such as from nuclear power, are a continuation of this development. 

The philosophy of public health protection used by the AEC and pursued ever since, is the use of multiple independent barriers, each a significant shield for the public. The last barrier involves the removal of people from the area over which the radioactive plume is expected to pass, interdiction of food supplies and the use of prophylaxis to reduce the iodine dose. The next topic to address is the process of setting OELs. The rationale for setting OELs has no basis in absolute information, and the procedure to be followed may differ from country to country and from substance to substance. Scientific criteria for health protection should be used in combination with considerations of their technical and economic feasibility in a dynamic process in which the development of scientific knowledge underlies rapid changes entailing the need to periodically review the data.

While before 1964 the main cause of poisoning was the violation of safety rules, more recently the causes of poisoning have been violating quarantine periods when returning to treated fields, violating health protection zones, and ingesting water and food products contaminated by pesticides (emphasis ours - authors).

Note that, as a matter of precaution, greenhouses/closed rooms should be thoroughly ventilated after each treatment, regardless of whether the product is classified and labeled in regard to health protection or whether the risk assessment reveals a specific exposure risk for workers. In a similar sense, and whenever possible, crop maintenance activities should be finished before plant-protection products are applied. 

The assessment of acute and chronic adverse effects induced by chemicals in both human and ecological (plants, animals, ecological chains, and ecosystems) targets is one of the most important scopes of environmental toxicology and sciences. In particular, the evaluation of the risk derived from the exposure to complex mixtures from environmental and diet sources is a challenging task which needs strategies, efforts, and time to reach the objectives of health protection.
