Personnel Training and Qualification

An appropriate level of quality assurance and of adequate personnel training and qualification should be maintained throughout the life of radioactive waste management facilities. 

DOE Order 5480.6, "Safety of DOE Owned Nuclear Reactors," Section 8.e, "Reactor Personnel Training and Qualification Program" (Reference 6), which prescribes the standards for training and qualifications of Health Protection Technicians at DOE reactor facilities. 

The National system of accreditation gives much attention to the training and qualification of NDT personnel. Significant subjective component, such as training and qualification of personnel, is present in NDT implementation and assessment of its results, thus all specialists carrying out NDT must be certified in compliance with CTBEH 473. 

Site conditions and work activities change constantly. Change, and what effects change have on health and safety, should be included in every health and safety plan. If not, the plan needs to be amended to reflect current site conditions. Individuals names for key on-site positions should be listed in each safety plan. If the personnel change, the plan should be amended. But prior to the amendment, a review of the replacement persons training and qualifications should take place to ensure that qualified persons are chosen. 

Obviously, GMP requirements, especially extensive personnel training, calibration, qualification and validation, enhanced documentation, extensive cleaning and sanitation, and sharpened in-process control must considerably influence process organization and output. All these GMP-related activities are costly and time consuming, and will result in decreased productivity and increased production costs. On the other hand, a quality assurance system contributes to consistent production with a lower number of rejected batches and complaints. 

The laboratory shall take accoint of these factors in developing test and calibration methods and procedures, inthe training and qualification of personnel, and in the selection and calibration of the equipment it uses. 

For personnel working with radiopharmaceuticals, training and qualification should cover general principles of GMP and radiation protection. This includes also personnel in charge of cleaning premises and equipment used for this type of production. All manufacturing operations should be carried out under the responsibility of a QP with additional competence in radiation protection. 

Principles Activities at all levels are performed by skilled and well trained personnel. Responsibilities and qualifications are described and specified. Training must receive continuous attention. 

Clause 6 of the standard requires the provision of resources needed to maintain the queility management system. These include human resources, requiring the identification of competency needs for personnel, the provision of training to satisfy these needs, eveiluation of the effectiveness of this training, and the maintenance of appropriate records of education, training, and qualifications of all personnel. There is also a requirement for the maintenance of a proper work environment and all facilities needed to provide high-quality products and services. 

Training and qualification of personnel should be integrated into a relevant programme at the plant. Training and quahfication should be based on an approved and documented process which is traceable. These recommendations apply both to the permanent staff of the plant and to temporary employees (such as contractor personnel and off-site personnel of the operating organization). 

In depth defensive measures should be incorporated into the design and operating procedures for radiation sources to compensate for potential failures in protection and safety measures. Protection and safety should be ensured by sound management and good engineering, quality assurance, training and qualification of personnel, comprehensive safety assessments and attention to lessons learned from experience and research.
