On May 6,2002 the Public Utility Commission of Texas published for public comment a Staff White Paper on Stationary Fuel Cells for Power Generation www.seco.cpa.state.tx.us /fciac pucpaper.pdf. This paper presented a discussion on the attractiveness of fuel cell systems for the state, described the obstacles to state development of a fuel cell program, presented a roadmap for the establishment of a vibrant fuel cell industry in Texas, and offered an outline of legislation that would provide incentives for fuel cell development. This report envisions an installed fuel cell capacity of 1,000 MW in Texas by the year 2010. [Pg.13]

In September 2002, the Texas State Energy Conservation Office (SECO) www.seco.cpa.state.tx.ns submitted to the House of Representatives Energy Resources and Senate Business and Commerce Committees a plan for accelerating the commerciaUzation of fuel cells in Texas www.seco.cpa.state. tx.us/fciacfinalreport.pdf. Included in this plan were 15 recommendations, as follows  [Pg.14]

1) Texas should create a pubUc/private partnership, overseen by the Texas Cotmcil on Environmental Technology, to encourage the commercialization of fuel cell technology and the growth of a fuel ceU industry in Texas. [Pg.14]

2) Texas should adopt concrete goals for fuel cell development. [Pg.14]


Even individual segments of the chemical industry have a very large economic importance. As one example, an Arthur D. Little study has estimated that 23 percent of all business sales, 16 percent of all capital investment and 19 percent of total non-government related jobs are dependent on the production of petrochemicals ( 1). According to this study, 35 to 45 percent of United States business activity is directly or indirectly affected by the American petrochemical industry. [Pg.25]

Supportive State legislation is required only to cover activities of persons within one State, and specified areas (such as some aspects of labelling, packaging, distribution and fair trade) that are the responsibility of State governments. [Pg.655]

The Heart-Qi has a close relationship with the Spleen-Qi as the Spleen-Qi is the source of the Qi in the different organs after one is born. The condition of the Heart-Qi is also directly influenced by the Heart-blood. Since an important function of the Heart is to govern the blood circulation, the relationship between Qi and blood in the Heart is very close from the start. It can be described as the Qi guides the blood and the blood carries the Qi. Thus the function of the Heart-Qi depends on sufficient blood. Department of Defense Explosive Safety Board. This activity reviews and approves all explosives handling facilities operating for the Department of Defense. This includes all industrial and government activities in the United States and selected activities in NATO. They are the final authority on explosives facilities. Their approval was required on the facility described in this paper. [Pg.140]

Standards may be developed by governments, standards organizations, companies, industries, technical associations, trade associations, professional societies, or even individuals. About 600 organizations in the United States are active in standardization for various reasons (5). These organizations may assist in the development of standards, they may issue standards, or they may disseminate standards. [Pg.288]

Diversions from state-approved activities may provide significant opportunities for proliferation that equal or exceed the danger posed by illicit acquisition from the FSU. Extensive government-sponsored cooperation between FSU states, especially Russia, and regional states such as Iran, India, Libya, and Syria provides channels for officially approved and illicit transfer of critical weapons knowledge. Furthermore, secondary proliferation from China, Pakistan, and North Korea is another significant channel for the transfer of nuclear, biological, and chemical weapons expertise. [Pg.41]

The pro was that the disease prompted the Dutch government to engage in creative new employment policies and, more relevant for this book, an early switch from rather passive modes to what came to be known as activation policies.
