Joint operations center (JOC)—An interagency command post established by the Federal Bureau of Investigation to manage terrorist threats or incidents and investigative and intelligence activities. In a complex coordination problem of this sort, communication is critical. Communications were implemented through the Joint Operations and Intelligence Center (JOIC). The JOIC received, delivered, and transmitted communications up, down, and across the CTF control structure. No Army liaison officer was assigned to the JOIC, but one was available on request to provide liaison between the MCC helicopter detachment and the CTF staff.

The NRC now requires dedicated emergency operations facilities (NUREG-0737, Rev. 1) to be constructed, maintained, and tested near each plant.During any future accident, a joint information center would provide a common location for utility, federal, state, and local representatives to communicate with the media. Powder X-ray diffraction (XRD) patterns of the catalysts were obtained using a Philips APD X-ray diffraction spectrometer equipped with a Cu anode and Ni filter operated at 40 kV and 20 mA (CuKa = 0.15418 nm).
