Safety surveys

DDESB policies, philosophy, and safety criteria are reflected in published chemical ammunition standards which were published in the Federal Register (41 FR 20686) and in DoD Ammunition and Explosives Safety Standards (1 ). These standards are used to review the site plans, safety submissions, and in conducting worldwide safety surveys of activities that store or handle DoD chemical ammunition. The surveys, however, are not conducted just to evaluate compliance with chemical ammunition and explosives safety standards. The surveys are a means whereby the DDESB Secretariat can keep informed on the military departments safety posture, determine the need for new standards or change to existing ones, and detect hazardous conditions.

The National Occupational Safety Association (NOSA) of South Africa developed the NOSA Five-Star System in the early 1970s. It was based on 25 years of consulting experience by NOSA field staff and 150,000 safety surveys that had been conducted across a wide range of industries and mines.

FMCSA s best practices safety survey The survey, titled Best Highway Safety Practices A Survey Aix>ut Safety Management Practices Among the Safest Motor Carriers, was conducted for the Federal Motor Carrier Safety Administration (FMCSA) by the Suppiy Chain Management Center at the University of Maryland s R.H. Smith School of Business. The study is one of several the FMCSA asked the center to conduct to examine the safety management practices of the industry s safest carriers. 

What we find therefore is that the idea of a safety cnlture is somewhat broad and arguably poorly defined (Guldetummd 2000, see also Chapter 2). In various ways, these frameworks and models emphasise the importance of cognition and interpretation, i.e. how we perceive and make sense of safety norms and values, i.e. how we prioritise and show cormnitment to safety and behaviours and practice, i.e. how we respond to safety events by reporting or embracing new safety interventions. Interestingly, when we look at how safety cnlture has been operationalised in the form of safety surveys or safety tools we find an emphasis on espoused attitudes, beliefs and self-reported behaviours (Flin et al. 2000).

The safety survey is a detailed inspection, generally into one aspect of the woik system. A survey could be used to examine a specific component in either the woik environment or the management system. Usually, the safety survey requires consideration across the whole range of organizational lesponsibiUties. The need to carry out a safety survey can arise out of a woikplace inspection or a safety audit. 

A safety survey is also a form of workplace inspection. However, the safety survey is used to focus attention on a specific activity or condition. The application of the safety survey identifies the level of a specific hazard in a specific environment.

Safety surveys are widely used to establish reasons for other areas of concern with far less technical requirements. The safety survey may also follow from some type of preliminary inspection and the nature of the survey may be such that technical skills and equipment are needed to determine the risk level, e g. for airborne vapour.

Specific hazards that employees need to know about should be identified through site safety surveys, change analysis, and job hazard analysis as discussed in Chapter 15. Incident records may reveal additional hazards and the need for training. In addition, near-miss reports, maintenance requests, and employee suggestions may uncover still other hazards requiring employee training. 

During the annual safety survey, specific facility, drench shower and eyewash product capability and owner/management responsibilities are reviewed versus standard requirements.
