Reference qualified

Standard reference materials provide a necessary but insufficient means for achieving accuracy and measurement compatibiUty on a national or international scale. Good test methods, good laboratory practices, well-qualified personnel, and proper intralaboratory and intedaboratory quaUty assurance procedures ate equally important. A systems approach to measurement compatibiUty is ikustrated in Figure 2. The function of each level is to transfer accuracy to the level below and to help provide traceabiUty to the level above. Thus traversing the hierarchy from bottom to top increases accuracy at the expense of measurement efficiency. 

Asphalt (qv) is prepared from petroleum and often resembles bitumen. When asphalt is produced simply by distillation of an asphaltic cmde, the product can be referred to as residual asphalt or straight-mn petroleum asphalt. If the asphalt is prepared by solvent extraction of residua or by light hydrocarbon (propane) precipitation, or if blown or otherwise treated, the term should be modified accordingly to qualify the product, eg, propane asphalt. 

Oxidation under moderate conditions (83) yields soUd products referred to as oxyceUuloses. This general term describes various products that must be qualified by indicating the oxidant employed. Among oxidants used are periodate, dinitrogen tetroxide, and sodium hypochlorite. CeUulose is particularly susceptible to oxidation under alkaline conditions. 

Solutions. Two substances on the list, ammonium nitrate and ammonium sulfate, are qualified by the term solution," which refers to the physical state of these chemicals. Solid, molten, and pelletized forms of these chemicals are exempt from threshold and release determinations. Only facilities that manufacture, process, or otherwise use these chemicals in the form of a solution are required to report. Supplier notification applies only if the chemical is distributed as a solution. 

Having qualified persons in the role of health and safety officer is required. How to determine minimum qualifications at each site is a site-specific task. It would depend on site activities, required and anticipated levels of protection, training requirements, general joh knowledge, and a variety of other factors. Sometimes choosing a qualified SSO can he quite difficult. The authors are in agreement that personally contacting references is very important. 

Trainers are qualified to instruct employees and have satisfactorily completed a training program for teachers or have necessary academic credentials or instructional experience [OSHA Reference, 120(b)(4)(ii)(B) and (e)(5)]... 

These are the characteristics which need to be specified and their achievement controlled, assured, improved, managed, and demonstrated. These are the characteristics which form the subject matter of the specified requirements referred to in ISO 9000. When the value of these characteristics is quantified or qualified they are termed quality requirements or requirements for quality. ISO 8402 1994 defines requirements for quality as an expression of the needs or their translation into a set of quantitatively or qualitatively stated requirements for the characteristics of an entity to enable its realization and examination. While rather verbose, this definition removes the confusion over quality requirements and technical requirements. (An additional definition is provided in Appendix A.) Technical requirements for a product or service are quality requirements. The requirements of ISO 9000 are quality system requirements. 

Those factors upon which the achievement of specified objectives depend. For product and service quality they are also referred to as qualify characteristics.

The advent of competition has virtually transformed the industry in evei y aspect, including its name. In the not too recent past, the industry was referred to as the electric utility industry. Dose—A general term denoting the quantity of a substance, radiation, or energy absorbed. For special purposes it must be appropriately qualified. If unqualified, it refers to radiation absorbed dose. 

Since two electrons of the same spin have a zero probability of occupying the same position in space simultaneously, and since t / is continuous, there is only a small probability of finding two electrons of the same spin close to each other in space, and an increasing probability of finding them an increasingly far apart. In other words the Pauli principle requires electrons with the same spin to keep apart. So the motions of two electrons of the same spin are not independent, but rather are correlated, a phenomenon known as Fermi correlation. Fermi correlation is not to be confused with the Coulombic correlation sometimes referred to without its qualifier simply as correlation . Coulombic correlation results from the Coulombic repulsion between any two electrons, regardless of spin, with the consequent loss of independence of their motion. The Fermi correlation is in most cases much more important than the Coulomb correlation in determining the electron density. 

The initial objective of this series of books has been to establish a coherent body of explanatory information on the principles and application technology of relevance for students preparing to take the Associateship examinations of the Society. In addition, a system for making sure staff are appropriately qualified and trained for the work that they are doing must be in place. This will enable an auditor to see clearly the demonstrated competence of the staff and how this has been checked. The requirements for all major items of equipment must be listed, to ensure that the equipment in use is suitable for the task, is in working condition and, where necessary, is calibrated. For all of the instrumentation there needs to be a documented schedule for maintenance. Measurements must be traceable, that is, the laboratory must be able to show how the calibration of measurement instruments is traceable to National or International Standards. Where this presents practical problems, as in some chemical measurements for example, interlaboratory comparison and the use of reference materials (and preferably Certified Reference Materials) will be required.
