The CMA Inter-Agency Task Group has proposed many initiatives to improve transportation safety. For example, the shipment of environmentally sensitive material in General Purpose rail cars will be phased out by the year 2000 and DOT Specification 105 pressure cars will be used instead.

In order to pursue efforts to establish a single market for rail transport services, initiated by Council Directive 91/440/EEC of 29 July 1991 on the development of the Community s railways, it has been necessary to establish a common regulatory fi-amework for railway safely. Member States have developed their safety rules and standards mainly on national lines, based on national technical and operational concepts. Simultaneously, differences in principles, approach and culture have made it difficult to break through the technical barriers and estabhsh international transport operations.

This approach is most common in very high-hazard operating environments such as the U.S. commercial nuclear power industry. Others, like the United Kingdom, Australia, and Norway, use it in offshore oil and gas. The UK Safety and Health Executive own the process in the United Kingdom and have also applied it extensively into rail transport. In fact, it has become ubiquitous across the EU, especially in rail transport.

A frequent subject of research is a separated element of the rail transport system. An example might be the analyses of technical objects included in the infrastructure. Krenzelok et al. (2010) have developed a 40-state model of reliability and safety of raU-road transit security devices. 

An important aspect in the safety analysis is determining Safety Integrity Levels. The draft of a European standard (EN50129) uses a simplified SIL table for the case of devices controlling rail, communications, data processing and electronic system traffics which significantly affect the safety of rail transport. 

In connection with the adopted approach, the so-called super cube model has been developed and successfully used in the description of the safety parameters of the rail transport system (Harms-Ringdahl Kecklund 2004).
