Although a united compost quality system of the European Union does not exist, the European Compost Network (ECN), as an initiative of the ORBIT Association developed a Quality Assurance System providing the necessary background information and documentation to build up a European Quality Assurance System (ECN-QAS). From the earliest days of mass production, in which pikes of equal length and standard manufacture in the New Model Army of Oliver Cromwell is a well-documented example, there has been a clear desire to ensure that the output of a process is as it was intended. A manufacturer of a physical product has particular specifications and tolerances that allow testing of the product before it is unleashed on the unsuspecting public. The provider of an analytical service is under no less an obligation to provide a quality product, but it may be less obvious what the definition of quality in that product is. The purpose of the extruder is to feed a die with a homogeneous material at constant temperature and pressure. This definition highlights three primary responsibilities that the extruder must accomplish while delivering material to a shaping die. First, it must homogenize, or satisfactorily mix, the material. Second, the material entering the die must have minimal temperature variation with respect to both time and position within the melt stream. Third, there must be minimal melt pressure variation with time. Standards also give definitions for the characteristics of a material or product, or they provide the means and methods to implement quality tests for them. The difference lies in their method of preparation, therefore, in their legal status. A standard is the result of a consensus between all parties concerned. These parties represent the manufacturers of the product or material, the consumers who are the industries or user services or, ultimately, consumer associations, as well as, finally, governments. [Pg.294]

These are the characteristics which need to be specified and their achievement controlled, assured, improved, managed, and demonstrated. These are the characteristics which form the subject matter of the specified requirements referred to in ISO 9000. When the value of these characteristics is quantified or qualified they are termed quality requirements or requirements for quality. ISO 8402 1994 defines requirements for quality as an expression of the needs or their translation into a set of quantitatively or qualitatively stated requirements for the characteristics of an entity to enable its realization and examination. While rather verbose, this definition removes the confusion over quality requirements and technical requirements. (An additional definition is provided in Appendix A.) Technical requirements for a product or service are quality requirements. The requirements of ISO 9000 are quality system requirements. [Pg.25]
