Leaks of R.717 usually make themselves apparent and motivate staff to search out the leak and repair it. In the case of the halocarbons, a regular leak test should be part of the general maintenance schedule.

One way in which a small company can keep abreast of new developments is to collaborate with universities. In order to achieve reliable results, Quality Control laboratories should have sufficient resources and appropriate facilities, with properly trained, managed and motivated staff, and adopt good quality control laboratory practices. Materials and products should not be released for use or supply until their quality has been judged satisfactory. Quality Control should be independent from Production. Quality Control should adopt procedures necessary to ensure that the relevant tests and checks are carried out... 

Principle It is essential that control laboratories should have appropriate facilities, with properly trained, managed and motivated staff, in order that reliable results may be obtained from any analytical or other test procedure, whether its nature is chemical, physical, biological or microbiological. Steps should be taken to ensure the reliability of the laboratory s own systems and test methods. 

Proper security of chemical storage and facilities, especially those with COCs, requires not only proper infrastructure but also adequately trained and motivated staff. In most developing countries, chemical facilities are guarded by security guards who are not informed about hazardous chemicals and the risks posed by their theft and diversion. That is because there is a widespread belief that diversion of chemicals for malevolent purposes is highly unlikely. Security concerns do not rise beyond prevention of ordinary theft.
