Operation control procedures

The third part of the regulation is about how the control and certification system works in Turkey. Authorisation for control and certification, necessary documents for the controls of production units and operators, control procedures, principles of certification system and preparation of certification reports handled in this part. Upon demand, raw product, processed product, export or import certificates can be prepared. 

D. Task-specific hazard analyses must lead to the development of written standard operating procedures (SOPs) that specify the controls necessary to safely perform each task. Detailed hazard analyses conducted for each site task and operation provide the basis for developing SOPs to protect employees from safety and health hazards. Written SOPs provide a mechanism for informing employees of procedures that ensure their safety and for enabling management to enforce hazard control procedures. 

Operational policies, structured to align with the sequence of key processes from receipt of customer inquiry through to delivery and after-sales support, referencing the implementing control procedures... 

Control procedures control work on product as it passes between departments or processes. These should contain the forms which convey information from department to department and reference the operating procedures that apply to each task. 

Work instructions define the work required in terms of who is to perform it, when it is to commence and to be completed, what standard it has to meet, and any other instructions which constrain the quality, quantity, delivery, and cost of the work required. Work instructions are the product of implementing a control procedure, an operating procedure or a document standard (see further explanation below). 

Policies and practices (these include control procedures, guides, operating procedures, and internal standards)... 

The production plan referred to previously is a work instruction, as it instructs those to whom it applies to carry out certain tasks. Control procedures may include assembly procedures, plating procedures, painting procedures, maintenance procedures, etc. and differ from process specifications (see later) in that the process specification defines the results to be achieved in operating a process rather than how to run the process. In addition to the list of contents provided in ISO/TS 16949 clause 4.9.2, the documentation should define ... 

The documents that define the calibration process themselves are derived documents and therefore will be governed by your control procedure. They do not need to be listed along with all your other control and operating procedures in the index of quality system documents. A separate index of calibration methods should be maintained. Calibration methods are like test and inspection procedures, they are product specific. 

Offshore, well control equipment and associated operations present some differences from that seen and used onshore. In some instances onshore equipment can be employed, but the offshore environment generally dictates a modification of equipment and procedures. There are several different well configurations used offshore, often on the same well at different drilling intervals, and each configuration has specific well control procedures that should be followed. A well may be equipped with a surface blowout preventer stack a subsea blowout preventer stack, riser and diverter system a riser and diverter system with no blowout preventer a diverter only or a riserless system with no well control equipment. 

Although most belt manufacturers have stringent quality assurance and control procedures in place to ensure that belts will operate as designed, this does not guarantee their performance if they are not properly installed and operated under the conditions for which they are designed. Therefore, it is important to consult and follow the installation... 

These various problems may arise under several different circumstances. For example, difficulties may result from consistently poor operational control of the boiler plant or from enforced operating conditions that fall outside generally accepted procedures. Alternatively, problems may stem from malfunctioning equipment, from equipment design flaws, from inadequate water treatment programs, or even as a result of poor interpretation of monitored results and bad water treatment advice. 

Operational control. Specific documented procedures and instructions must be written for all activities where absence of instructions may lead to an event that has a significant environmental impact. For these cases the instructions should include the corrective actions to be taken in the event of a problem arising. 

Be so constructed and installed to facilitate adjustment, disassembly cleaning, and maintenance to assure the reliability of control procedures, uniformity of production, and exclusion from the drugs of contaminants from previous and current operations... 

Chemical Surety Controls, procedures, and actions which contribute to the safety, security, and reliability of chemical agents and their associated weapon systems throughout their life cycle without degrading operational performance. 

Know what safeguards are (or need to be) in place to prevent uncontrolled reactions from taking place, including how to avoid them altogether (inherently safer design/operations) and how to control them within safe limits (automatic controls, procedures, etc.).

Beyond playing a significant role as a measurement tool, audits provide the opportunity to share a set of fresh perspectives on areas where requirements have yet to be codified (e.g., process control procedures, management information systems, and maintenance programs). Audits also serve to indicate ongoing efforts to reexamine and reevaluate operations to further reduce operational risks and consequent liabilities (including property damage and business interruption). 

The change control SOP warrants particular attention. This procedure should clearly spell out how any deviations in instrument operation/per-formance, and hardware/firmware/software updates are to be handled and documented. It should also make clear what distinguishes routine maintenance, minor vs. major changes and what the procedural differences should be. The change control procedure may be a specific SOP, as part of an HPLC system s validation plan, or as part of the corporate validation master plan (VMP) that is established within each company.
