When one of us joined the other on the staff of Clarkson College of Technology in 1970 we had published twelve different compilations of polaro-graphic data one of us had been involved in this work since 1950 and the other since 1955- In our common concern for continuing it we were fortunate enough to be able to secure financial support from the National Library of Medicine of the National Institutes of Health. Occupational and consumer protection are seen as technical exercises in France. The National Institute of Research and Security (INRS) and the Institute for the Industrial Environment and Safety (INERIS) may be aptly described as state apparatus to control costs to the state of poor regulation.
