Market based measures

The ICAO Council s Committee on Aviation Environmental Protection (CAEP) created a Market-Based Measures Task Force (MBMTF) with a mandate of scoping out several issues related to the use of market-based measures to address air emissions from the aviation sector. 

Carl Zeiss, Inc. also describes a spectrofluorometer system for process monitoring," but it does not currently appear as a standard marketed product on their web site. HORIBA Jobin Yvon also markets a fluorescent process analyzer, but it is a laser-induced time-domain based measurement system tailored for uranium or equivalent analysis." Finally, while numerous miniature spectrofluorometers are also available (Carl Zeiss, StellarNet Inc., Ocean Optics and Avantes), they are not packaged and configured for process applications. Although there is an established need and continued growing interest in realtime process spectrofluorometry, relative to conventional process spectroscopic instruments such as NIR, UV-vis and Raman, commercial process spectrofluorometers are currently available on a very limited basis. 

Active compounds continue to higher level testing where attributes deemed important to successful product marketing are measured and compared with standards. The most attractive compounds are tested in initial field trials from which product development candidates are selected — again based on a knowledge of the relevant markets. 

Short-term supply security can be based on administrative measures, such as supply obligations in times of crises, and the market-based establishment of a liquid wholesale market that is capable of transmitting information about supply and demand very rapidly. Market-based instruments are generally more efficient to supply the right information, but some administrative measures may be needed for short-term security measures. This also requires the establishment of rules for cross-border support in cases of emergency. The financial compensation of such emergency support still needs to be explored in detail. 

A bond s yield is a measure of its potential return. Market participants commonly assess a security s relative value by calculating a yield or some yield spread. There are a number of yield measures that are quoted in the market. These measures are based on certain assumptions necessary to carry out the calculation. However, they also limit effectiveness of a yield measure in gauging relative value. The trend to faster and smaller systems with lower power requirements and lower loss has led toward the development of optical communication and computing systems and thus rapid technological advancement in photonics systems is expected for the future. In this section, compound semiconductor photonics technology is reviewed with a focus on three primary photonic devices LEDs, laser diodes, and detectors.
