Beyond the formal comparison of different methods, Kremer16 has put forward an original system whereby governments would acquire the patent from its creators at its social value and transfer it to the public domain. In order to enable the European-wide participation in the invitation to tender, a pubhcation in the EU journal (http //ted.eur-op.eu.int/ojs/de/frame. htm) is required.

With the inquiry/invitation to tender on hand, the plant designer has to review whether it is a promising project, since expenses for the preparation of a complete offer may amount to a seven-digit Euro range-basically caused by labour costs.
