Inspections Categories

There are two types of events that trigger inspection categories that will regularly prompt an inspection request, and categories in which the district office may elect to perform an inspection at their discretion for elements of applications — filed or otherwise. [Pg.31]

Where specialized fluctuation data are not available, estimates of horizontal spreading can be approximated from convential wind direction traces. A method suggested by Smith (2) and Singer and Smith (10) uses classificahon of the wind direction trace to determine the turbulence characteristics of the atmosphere, which are then used to infer the dispersion. Five turbulence classes are determined from inspection of the analog record of wind direction over a period of 1 h. These classes are defined in Table 19-1. The atmosphere is classified as A, B2, Bj, C, or D. At Brookhaven National Laboratory, where the system was devised, the most unstable category. A, occurs infrequently enough that insufficient information is available to estimate its dispersion parameters. Continuous releases of concentrated HjS streams must be segregated in a separate flare system to limit the extent of fouling and plugging problems. Releases of HjS such as diversion of sour gas product to flares during shutdown or upset of a downstream sulfur recovery unit are considered to be continuous, but safety valve releases are not included in this category. However, if a special HjS flare system is provided for continuous releases, the concentrated HjS safety valve releases should be tied into it rather than into the regular flare system. Due to the nature of HjS one should plan on frequent inspection and flushing of HjS flares to remove scale and corrosion products. [Pg.279]

There are two categories of equipment which determine the selection of equipment general-purpose and special-to-type equipment. It should not be necessary to specify all the general-purpose equipment needed to perform basic measurements, which would be expected to be known by appropriately trained personnel. You should not need to tell an inspector or tester which micrometer, vernier caliper, voltmeter, or oscilloscope to use. These are the tools of the trade and they should select the tool which is capable of measuring the particular parameters with the accuracy and precision required. However, you will need to tell them which device to use if the measurement requires unusual equipment or the environmental conditions prevailing require that only equipment be selected that will operate in such an environment. In such cases the particular devices to be used should be specified in the test or inspection procedures. In order to demonstrate that you selected the appropriate device at some later date, you should consider recording the actual device used in the record of results. With mechanical devices this is not normally necessary because wear should be detected well in advance of there being a problem by periodic calibration. [Pg.410]

In the case of a latent human error the consequences of the error may only become apparent after a period of time when the condition caused by the error combines with other errors or particular operational conditions. Two types of latent error can be distinguished. One category originates at the operational level and leads to some required system function being degraded or unavailable. Most equations are balanced by inspection. This means basically a trial-and-error, methodical approach to adjusting the coefficients.
