Future Plan

Seismic zone basis must be specified for structural design. Soil data is important, especially for cases where extensive use of foundation piling is required with major cost impact. Availability of aggregate or natural pond stabilization materials near the site will not be considered for early cost estimates, but can be kept in mind for future planning if the project is given the green light. 

It might be assumed that if an examination of the plant layout is being carried out, the future plans, as they affect the site layout, will be known. This is not always the case therefore, management should be questioned at the beginning of the project. Particular attention should be paid to hazardous substances that may be used on the site, and the health and safety document should be consulted. 

The other reason for not using percent completion is that it involves no commitment on the part of individuals responsible for the event to finish at any particular time. To report that you are X per cent complete on an event is a subjective evaluation of history, not a statement of future plans and intentions. Thus, we often experience the phenomenon of completion percentages that increase by ever-smaller amounts and never quite reach 100 per cent. 

The waste management situation in Austria is presented, and it is explained that Baufeld-Austria GmbH has developed a method and concept, with the eooperation of cement plant experts, to enable some Austrian eement factories to responsibly use plastics waste as an energy source. The conditions used for developing the model, relating to fuel quality, environmental proteetion, and public health, are explained. From the mid-igSo s, a number of initiatives was made to produce reference publications describing the current state of RM availability, the activities of the producers, and their future plans. Whilst the documents themselves were useful, they were generally out of date by the time they were published, were not regularly updated and, with one or two exceptions, have not endured. None was completely comprehensive, with the IAEA and Cantillo s work focused on environmental analysis. (IAEA 1985, 1990, 1996 Delve and Keune 1992 Rasberry 1994, 1996 Can-tillo 1995). 

Material flow and resource allocation can be defined by time, duration, type and quantity in the planning model. The committee recognizes that, by current standards, these recommendations will require a significant investment in reference materials for the ocean sciences. While such an investment is warranted, and the consequent gains to the ocean sciences will fully justify such expenditures, there is a need to assign additional priority to a subset of these materials to guide future planning.
