Expert analysis

This document is intended as an introduction to reactive material issues for people whose main business is not reactive materials and systems. Further, it does not replace any of the more extensive guides and references that deal with this topic in detail, or eliminate the need for competent expert analysis in dealing with these issues. The last section of this document lists references and sources of information that readers are strongly encouraged to use. 

Reactive hazards are briefly defined and characterized below. However, neither Section 2.0 nor this report in its entirety is intended to substitute for any of the more extensive guides and references on this topic or to eliminate the need for expert analysis in dealing with reactive hazards.

A special table (see Table 2) was proposed for filling out to a number of leading specialists in this field from different agencies, research institutes and enterprises. Another aspect of the court s role relates to expert testimony. A trial judge has broad discretion to consider whether a witness is qualified as an expert, and whether the expert s knowledge will assist the jury. In response to concerns about the prevalence of "junk science" in federal civil cases, the Supreme Court recently determined that this requires a preliminary assessment of whether the expert s reasoning and methodology is scientifically valid (223).Technical or financial expert analysis that does not satisfy accepted standards in the expert s particular field is subject to exclusion. 

For classification in routine lymphocyte subset analysis, expert analysis is often fully adequate. For polychromic flow cytometry, particularly when both lineage and functional phenotypes are being evaluated, more sophisticated analysis may be required. Indeed, more sophisticated analysis can define subpopulations that cannot be discriminated by any combination of two-dimensional projections of multicolor data (Zamir et al., 2005). One of the first steps in enabling more sophisticated downstream analysis is ensuring acquisition of robust data. Some of the recently described analytical methods for high-dimensional flow cytometry data are listed in Table 4.2-1.

Particularly the proposed methodology was used during the expertise of computer-based control system ASUT-IOOOM for Zaporozhey NPP. It is system for automatic control of turbine. The developed approach ensures the possibility of unification and standardization of A SW assessment verification process. ASUT-IOOOM A SW verification and validation expert analysis consists of three stages.

Again we recognise the use of politics of information and analysis by referring to expert analysis as support for one particular worldview. By giving support to the trade unions, NPD employs the principle of social proof in a situation characterised by ambiguity and uncertainty. Furthermore, NPD uses framing and clearly contrasts the views of the industry (oil companies) on one hand, and the view of the experts, unions and partly NPD on the other.
