In 2000, the European Commission issued a communication on the precautionary principle (EU 2000), in which it adopted a procedure for the application of this concept. The precautionary principle is not defined in the treaty, which prescribes it only once - to protect the environment. But in practice, its scope is much wider, beyond that of environmental policy, and, specifically where preliminary objective scientific evaluation, indicates that there are reasonable grounds for concern that the potentially dangerous effects on the environment, human, animal, or plant health may be inconsistent with the high level of protection chosen for the Community. The EU Risk Assessment ( Council Regulation [EEC] 793/93 of 23 March 1993 )39 is well recognized as being the leading independent, transparent, and science-based system for assessing chemicals and substances in everyday use.40 The Consumer Products Safety Quality (CPS Q) Unit, formerly known as European Chemicals Bureau (ECB), is part of the Institute for Health and Consumer Protection (IHCP), which is one of the seven scientific institutes in the European Commission s Joint Research Center (JRC).41 The CPS Q is responsible for managing the risk assessment process. As will be discussed in further detail in Section 22.2.2.4.4, the EU Risk Assessment process was revoked on June 1, 2008 and replaced by the REACH Directive. [Pg.677]

The product of the exposure assessment process should provide the scientific basis for risk management and communication, which are often initiated by identifying possible hazards. As a measurement, the result is complete only when accompanied by a quantitative statement of its uncertainty (Taylor Kuyatt, 1994), which is required in order to decide whether the result is adequate for its intended purpose and to ascertain whether it is consistent with other similar results. In 2002, the European Commission s Health and Consumer Protection Directorate-General published a scheme in a report on animal health that highlights the role played by exposure assessment in risk assessment and emphasizes the need for risk communication in all steps of risk assessment (EC, 2002). [Pg.69]

One important consequence of the Committee s failure to make progress is that the existing Standard (Joint FAO/WHO, 1993) remains in place and will be the reference used by WTO in any trade dispute.
