In particular we want to acknowledge Herbert Muntau working from the Joint Research Center at Ispra, Italy, who was a major influence in the evolution of RM preparation and use and did great work from the early beginnings. We deeply regret that he was not able to join the project due to his enormous workload.

The major contaet within the serviees of the European Commission is the pharmaceuticals and cosmetics imit of the Directorate-General for Enterprise but information is also continually exchanged with the Directorate-General for Health and Consumer Protection. Other eontaets inelude the Directorate-General for Research and the Joint Research Center. 

Several Commission DGs as well as the Joint Research Center and the European Chemicals Bureau are actors involved in the EU chemical legislation, see Figure 2.5.

The first multi-step process having a theoretical efficiency above 50% was proposed by Marchetti and Beni in 1970 [2]. This process became the Mark-1 process of the European Commission s Joint Research Center (JRC), Ispra, Italy. A large number of cycles with reasonably high efficiencies were designed after this Abanades and co-workers have recently made a compilation of the available thermochemical cycles that yielded about 280 cycles [67]. A large number of cycles are listed in references [2,4,67,95,97]. However only a few of these processes have exhibited potential for high overall efficiencies and technical feasibility. We discuss a few cycles that are presently under study and promising for practical implementation.

Mobile units for photocatalytic treatment have been constructed (126,127). The European Joint Research Center laboratory pilot plant, placed on a truck, includes Ti02 loaded on membranes in UV-irradiated tubular reactors behind microfiltration and ultrafiltration modules. The waste water flow rate for this unit was typically 40 L hr-1, and hydrogen peroxide was added to the photocatalytic process (134). 

The EU Risk Assessment ( Council Regulation [EEC] 793/93 of 23 March 1993 )39 is well recognized as being the leading independent, transparent, and science-based system for assessing chemicals and substances in everyday use.40 The Consumer Products Safety Quality (CPS Q) Unit, formerly known as European Chemicals Bureau (ECB), is part of the Institute for Health and Consumer Protection (IHCP), which is one of the seven scientific institutes in the European Commission s Joint Research Center (JRC).41 The CPS Q is responsible for managing the risk assessment process. As will be discussed in further detail in Section 22.2.2.4.4, the EU Risk Assessment process was revoked on June 1, 2008 and replaced by the REACH Directive.

The issues of method validation and assessment of measurement uncertainty in the determination of potentially toxic trace elements in rice are of permanent interest for the scientific community. In this context, the sources of uncertainty associated with the determination of Cd, Cu, Pb, and Zn have been recently estimated in rice through an interlaboratory comparison [30]. Four Brazilian laboratories participated in the proficiency test. The analytical technique used were FAAS, ET-AAS, and ICP-AES. The rice samples were supplied by the Institute for Reference Materials and Measurements (IRMM), Joint Research Center of the European Commission, within the scope of the interlaboratory comparison International Measurement Evaluation Programme (IMEP) 19 Trace Elements in Rice (see also Chapter 7 in this book). Three out of the four laboratories reported values close to the reference values. It was emphasized that, in order to establish a reliable uncertainty budget, all significant sources of uncertainty should be identified.

Jarvis-Patrick clustering has also been used to support QSAR analysis in a system developed at the European Communities Joint Research Center. " ° The EINECS (European Inventory of Existing Chemical Substances) database contains more than 100,000 compounds and has been clustered using 2D structural descriptors. That database also has associated physicochemical properties and activities, but the data is very sparse. Jarvis-Patrick clustering was used to extract clusters containing sufficient compounds with measured data for an attempt to be made to estimate the properties of members of the cluster lacking the data. For a few clusters, it was used to develop reasonable QSAR models.
