In spite of the directives and encouragement emerging from the European Commission, some member states are slow to implement directives and to rigorously apply them. This has prompted the EU to consider a directive that would make it a criminal offence in the European Union to cause serious environmental damage. The discharge, emission, or introduction of a substance into air, soil, or water that causes death or serious injury to any person, [Pg.874]

The primary environmental management system, however, is not EMAS but ISO 14000. This is an international standard for which companies can seek accreditation from recognised independent auditors. Central to the standard is the requirement to xmdertake an Aspects and Impacts Analysis. This requires companies to evaluate which aspect of their operations have the greatest impact on the environment (air, water, work etc.). Those with highest impacts are expected to be tackled by the development of suitable control strategies. [Pg.875]

The process is similar to that of ISO 9000 Quality Standards. A safety management system, ISO 18000 ° is being developed to follow the same structure.
