The Shaw report was a major impetus for the Administration s Interagency Education Research Initiative started last year, involving NSF, the Department of Education, and NIH. I believe this is a valuable research undertaking, but I cannot help observing that the first year s funding totaled only 28 million. This is a very small first step toward the Shaw report s call for a major research initiative and for a greatly expanded research investment. [Pg.97]
