Cost-benefit analysis Issues

Following the process optimisation, the design of the Chemical Leasing business model should be initiated. Besides a detailed cost benefit analysis the essential part of this phase is the elaboration of the Chemical Leasing contract with all the related financial, legal, technical, management, implementation and monitoring issues for the implementation of ChL. 

Finally, not to overemphasize the role of economics in making decisions on issues such as those surrounding the DRRA, it may be that economics can and should play only a small part in these decisions. That is, perhaps such decisions should be based primarily on social grounds. Too much appears to be expected of economic analysis, particularly cost-benefit analysis. Normally only parts of a problem and alternatives to solving it are amenable to economic analysis. We should not expect more regardless of the recent surge in demands for economic impact analysis. 

Design Qualification, DQ, is about specifying what the instrument or instrument system has to do. This would include documenting technical requirements, environmental conditions, sample and sample presentation requirements, data acquisition and presentation needs, operability factors and any Health Safety issues. In addition a cost-benefit analysis would normally be performed. 

Cost-benefit analysis is concerned with issues of whether (and to what extent) to pursue objectives and policies it is thus a broader activity than cost-effectiveness analysis and puts monetary values on the quality as well as on the quantity (duration) of life.

Technical standards are issued through notice-and-comment rulemaking. After hazard identification and expert discussion, draft standards are published for public comments, which are considered in formulation of the final rule. Draft standards must be accompanied by a regulatory impact statement, including a cost-benefit analysis for standards involving substantial economic impact. 

In some cases, behavioural adaptation may lead to an increased number of crashes. In such cases, very careful consideration should be given to the issue of how best to perform a cost-benefit analysis. It is recommended to include adverse effects on safety as a negative benefit, and only include any of the impacts listed above if there is evidence showing that they actually occur.
