Principle contractor

This performance was demonstrated in a proof-of-principle BWA contractor performance test conducted at ORNL early in 2002, and witnessed and reported31 by staff from the Dugway Proving Ground. This test was conducted... [Pg.82]

The Instrumentation and Control Fundamentals Handbook was developed to assist nuclear facility operating contractors provide operators, maintenance personnel, and the technical staff with the necessary fundamentals training to ensure a basic understanding of instrumentation and control systems. The handbook includes information on temperature, pressure, flow, and level detection systems position indication systems process control systems and radiation detection principles. This information will provide personnel with an understanding of the basic operation of various types of DOE nuclear facility instrumentation and control systems. [Pg.3]

The FSA undertakes surveillance exercises, the data for which are acquired from analytical determinations. The Agency will take measures to ensure that the analytical data produced by contractors are sufficient with respect to analytical quality, i.e. that the results obtained meet predetermined analytical quality requirements such as fitness-for-purpose, accuracy and reliability. Thus when inviting tenders FSA will ask potential contractors to provide information regarding the performance requirements of the methods to be used in the exercise, e.g. limit of detection, accuracy, precision etc., and the quality assurance measures used in their laboratories. When presenting tenders, laboratories should confirm how they comply with these specifications and give the principles of the methods to be used. These requirements extend both to the laboratory as a whole and to the specific analytical determinations being required in the surveillance exercise. The requirements are described in three parts, namely ... [Pg.104]

In an ideal world, an easy-to-contact, responsive modifications man would be available for questions generated in Operations, Engineering, and Maintenance. This modifications man could be a Process Safety Engineer, Loss Prevention Engineer, or a mechanical or chemical engineer who has been trained in chemical process safety. Preferably, this individual would be an on-site plant employee, but he could be a company regional engineer, a property insurance consultant, or a contractor. The modifications man must understand basic loss-prevention principles of proper layout. [Pg.231]

Education and training programs should be established for the project team and the end users. Education is based on presenting principles while training is based on practical hands-on tutorials. Course modules must be documented and their content approved and delivered by authorized trainers. Staff training records, including those for contractors, should be maintained to track attendance on courses. The use of competency questionnaires to verify learning should be considered. Mere attendance does not necessarily imply that an individual has understood and taken on board course material. [Pg.785]

There has been much debate about the merits of private contractors and their performance against the regular New Deals, and some evidence is considered later. Nevertheless the Government has decided that it will combine EZs and existing New Deals for the JSA unemployed in 2009. From that point unemployed people will be subject to a stricter JSA regime for 6 months and then enter a gateway phase of support for another 6 months delivered by JCP PAs. After a year they will transfer into the Flexible New Deal that will be delivered by external providers paid through a system modelled on EZ contract principles (DWP 2007). [Pg.323]

Policy the CER includes an environmental policy statement that begins The Company intends to guarantee the safety and health of employees, populations, contractors and customers, as well as to safeguard the environment and protect public welfare. . . It then continues by identifying seven guiding principles it considers mandatory. [Pg.232]

Records of any processing or testing carried out at other premises or by a contractor and records of any in-process testing or copies of such records should be consolidated with the principle records for review before the batch is released for sale. [Pg.289]

The fabricator, packager/labeller, distributor or importer is responsible for assessing the continuing competence of the contractor to successfully carry out the work or tests required in accordance with the principles of GMP described in these guidelines. The fabricator, packager/labeller, distributor or importer implements the most suitable system for achieving this objective. [Pg.322]

The list of barriers identified demonstrates the complexity of RTIO s relationships with its Aboriginal contractors. Accordingly, the potential solutions identified indicated the need for RTIO to take a holistic and systematic approach to addressing the issues. Two underlying principles were followed in solution identification. First, RTIO required that all contractors meet safety standards, deliver on contracts, and ensure financial accountability. Second, the Traditional Owners required a reversal of the trend of continued economic decline among their people in the midst of an economic boom fueled by resources from their land (Langton Mazel, 2008). [Pg.529]

Can the SUBSAFE principles be transferred from the military to commercial companies and industries The answer lies in why the program has been so effective and whether these factors can be maintained in other implementations of the principles more appropriate to non-military venues. Remember, of course, that private contractors form the bulk of the companies and workers in the nuclear Navy, and they seem to be able to satisfy the SUBSAFE program requirements. The primary difference is in the basic goals of the organization itself. [Pg.460]

It is the intent of this mle to hold the operator accountable for the overall safety of the offshore facility, including ensuring that all contractors and subcontractors have safety policies and procedures in place that support the implementation of the operator s SEMS program and align with the principles of managing safety set forth in API RP 75. [Pg.720]

Contractors and suppliers promoting the adaptation of the principles with contractors acting on behalf of the enterprise, requiring improvements when appropriate as w l as encouraging adoption by suppliers. [Pg.135]

In spite of this Fairbairn [51] complains about the number of weak bridges built as a result of the success of the Britannia and Conway bridges. There were defects not only in the safety factors used but the eroneous system of contractors tendering by weight, led not only to defects in the principle of construction, but the introduction of bad iron and, in many cases, equally bad workmanship. [Pg.57]

DOI and BSEE have developed additional safely requirements in the form of Notices to Lessees and Operators or NTLs, which, for example, require corporate-level affirmation of operator compliance (NTf io) and operator demonstration that it is prepared to deal with a blowout and worst-case discharge (NTL-06). A DOI official has also promised that BSEE s regulatory reach will he extended to include application of SEMS to contractors without detracting from the principle of holding operators fully responsible for contractor performance. Thus, step hy step, DOI and BSEE are trying to address the root causes of the Macondo accident, remedy deficiencies in the prior MMS approach, and thereby improve key aspects of industrial safety performance. [Pg.183]

A comprehensive work planning and control system applying the defence in depth principle should be implemented so that work activities can be properly authorized, scheduled and carried out by either plant personnel or contractors, in accordance with appropriate procedures, and can be completed in a timely manner. The work planning system should maintain high availability and reliability of important plant SSCs. [Pg.21]

The above principles are generally valid for materials in all states and for all applications. A priori simplification and the use of unverified values for the scattering variables for individual stages of sampling leads not only to erroneous determination of the magnitude of the quality characteristic but also to limited usefulness of the values determined and economic waste. As the creation of a sampling scheme is a key task, it is advisable to consult a professional for this step and ensure that the scheme is approved in the framework of contractor-customer relations. [Pg.4328]
