Identify hazards and risk levels at pre-construction phase to decide on necessary control measures, then include details of controls in pre-tender safety plan. Construction phase safety plan should contain full details of measures to be taken and checked on regularly. Written risk assessments must be available. Planning permission may impose conditions such as noise and working hours restrictions, also delivery hours. Environmental section of safety plan must be reviewed for completeness. Access and security arrangements including fencing need attention at an early stage. 

Management and site workers are likely to require additional training during site induction to cover site-specific precautions and work rules designed to protect third parties.

Defense in Depth - Barriers Providing Public Protection... 

While great public protection is provided by these barriers, accidents can happen. Regardless of the cause of an accident, the core cannot overheat while in contact with liquid water. Furthermore it cannot be critical in the absence of water (because of the low enrichment of the fuel) thus, any accident involves a subcritical core that is heal by decaying radionuclides with inadequate cooling. Improvement Item ACEMD had to contact SC Emergency Management Division (SCEMD) to initiate the Emergency Alerting System (EAS) which only works if radio station is in auto position. ACEMD did not have (EAS) monitoring capability to determine if EAS message had been transmitted to citizens. SCEMD resource issues can impact initiation of EAS. Procedure to confirm dissemination of public protective action notifications should be developed.
