Contracts competitive

In the early 1960s, when Enoch Powell was Minister of Health in Macmillan s Conservative government, the DoH bought large quantities of tetracycline from Poland for NHS hospital use. This was found to be clinically ineffective and of substandard quality a public outcry in the medical press followed. The cheap drugs exercise was not repeated, but bulk hospital purchase at competitive contract prices continues, and this leads to wide discrepancies between the hospital price and the price charged to prescriptions written in the primary healthcare sector. [Pg.710]

Because the scope of work for JACADS closure is too uncertain to permit fixed-price competition, contracts for services under a cost-reimbursable contract with an award fee will be used (Bushman, 2000). The entire process of chemical demilitarization has been a novel experience, both for the Army and its contractors. Consequently, a fixed-price contract for the first closure of a disposal facility was not practical. Fixed-price contracting for JACADS closure... [Pg.35]

If time is of utmost importance, a negotiated contract would be the quickest way to get a project rolling, at a price. Conversely, a competitive contract would result in lower costs and a potential schedule delay. [Pg.139]

A WELL-THOUGHT-OUT EXECUTION PLAN MUST ALLOW FOR COMPETITIVE CONTRACTING AND SUBCONTRACTING. [Pg.139]

Three other factors—competition, contracting, and corruption—also affect the effectiveness of health care subsidies. [Pg.12]

In order to do a satisfactory estimate to support a Fixed price competitive contract, this task needs to be carried out during the contract negotiation phase, but the contractor generally cannot afford to fund this. If the contractor attempts this task during the development phase, it is probably without a budget and he again has a dilemma. [Pg.211]

To protect both parties in a contract arrangement it is good practice to make a contract in which the scope of work, completion time and method of reimbursement are agreed. Contracts are normally awarded though a competitive tendering process or after negotiation if there is only one suitable contractor. [Pg.301]

Entities involved in long-term contracts with electric utihties, such as fuel supphers and NUGs selling power to utihties, also have concerns that some utihties or industrial customers will not be able to honor their contracts under the new, more competitive system. Einahy, some utihties are concerned that they wih not be adequately reimbursed for opening up their transmission systems to competitors. The potential competitors in turn are concerned that utihties whl not provide unbiased access to their transmission systems if the utihties themselves are also in business of marketing power. There has also been some debate regarding which transmission facihties are eligible for open access. This is because some facihties are considered local distribution systems by utihties, which feel they should not be opened to competitors. [Pg.89]

Operation and Maintenance. Engineering and constmction firms can be contracted to take charge of treatment-plant operation and maintenance and manage other aspects necessary to meet performance goals, such as hiring and cost controls (7). Costs to the municipalities are reported to be competitive with the more traditional approach of management by municipal employees (8). [Pg.282]

Sales and raw-materials prices may be affected by any of the following discounts and allowances, availabihty of substitutes, contract pricing, government regulations, quahty and form of the materials, and competition. Sales volume may be affected by any of the following new uses for the product, new markets, advertising, quahty, overcapacity, replacement by another product, competition, and timing of entry into the market. [Pg.817]

Prior to the publication of ISO 9000, several nations had developed national quality system standards, with many used only in the procurement of military equipment. With the emergence of the NATO Quality Control System standards in 1973, the Quality Panel of the UK Society of Motor Manufacturers set out to develop an equivalent standard for non-military applications. The result was BS 4891, which was published in 1972. In 1974 this was followed by BS 5179 with the title Operation and Evaluation of Quality Assurance Systems. However, BS 5179 was intended only as a guide and it was not until 1979, with the publication of BS 5750, that major purchasers in the UK had a standard that could be invoked in contracts. A certification scheme was eventually established in 1983, following the UK government s white paper on competitiveness ... [Pg.5]

Resources are not limited to human resources, as stated in Part 2 Chapter 1. You need to ensure that the design groups are equipped with the necessary design tools, equipment, and facilities with which to execute the tasks. Once you have asked each group to propose how they are to meet the requirements, you then need to ensure that they have the capability of doing so. This is less of a problem in-house as with subcontractors. Due to their remoteness and the keen competition, they may make claims they cannot fulfill. In controlling the design you need to ensure that adequate resources are deployed by the subcontractors and to do this pre-contract surveys and assessments need to be performed. This is implied in clause 4.6. [Pg.241]

The third transition procedure defines the rules under which competitive suppliers of electricity can compete for end users. There are two polar models that are often debated for power market organization the direct access (or bilateral contracts) regime, and the Poolco regime. Under direct access, consumers enter into direct contracts with competitive suppliers of electricity, and competitive providers of electricity enter into contracts with, and pay an access fee to, the local (regulated) distribution company for the use of local power lines. [Pg.412]

An example would be where the consultant had already invited competitive quotations for supplying air-handling units so that he could design a particular make into the system and ensure that his client received the best value for money. The bidder would include in his bid, either separately shown or in the body of his figures, a sum to cover profit and on-cost in handling the equipment. The contractor appointed would be responsible for organizing delivery and would give a warranty on the equipment, in accordance with the contract. This aspect is amplified in Section 8.20. [Pg.87]

The number of bidders invited to bid should be determined by the size of the works. Good contractors should be encouraged to bid and not be disillusioned by too many bidders. For most contracts, a bid list of six hrms should be sufficient to keep the biding competitive and allow for the odd hrm that does not return its bid. [Pg.90]

A large number of diugs interfere with the smooth muscle contraction. These compounds lower blood pressure and are referred to as antihypertensive. In this section, only those coumpounds will be mentioned that have a direct effect on smooth muscle tone. Phenylephrine is an agonist on most smooth muscles and activates ax adrenoceptors. Carbachol is an agonist on some smooth muscles and activates contraction through muscarinic receptors. Blockers of the ax-adrenoceptors such as prazosin and urapidil are competitive inhibitors of the ax-receptor in vascular and bladder smooth muscle. Phenoxybenzamine is an ineversible blocker of ax receptors and phentol-amine blocks ax and a2 receptors. Ca2+ channel blockers such as the dihydropyiidines, phenylalkyla-mines and benzothiazepines lower smooth muscle tone by blocking the L-type calcium channel. [Pg.1145]

Ryanodine, another plant alkaloid, can also open SR channels and thereby induce contraction. Ryanodine differs from caffeine in that it seems to have a larger effect on the closure rate constants than on opening rate constants. Thus it is often said in the literature that caffeine can open channels but ryanodine merely keeps them open. The actions of caffeine and ryanodine are mutually competitive (occlusive). However, they are experimentally completely independent of the effects of IP3. [Pg.190]

In 2005, the contract for the European XFEL facility had already been signed by 12 major European countries including Russia and by China. Estimated cost is 800 M= with added 50 M= for detector development. The facility shall be operational in 2013. There are several competitive projects around the world. The Linac Coherent Light Source (LNLS) in Stanford, USA, is under construction and shall be operational in 2009. Korea and Japan have announced respective projects. A Japanese XFFL shall be operational in 2008. [Pg.63]

Voluntary insurance would be the market solution to uncertainty for risk-averse individuals. In this context, the user chooses the optimum co-insurance rate. Theory offers some analytical results on optimal health insurance contract designs.1 The consumer decides the extent of the coverage and the optimum co-insurance rate, and ultimately the price to be paid for the premium. In competitive markets, with actuarially fair premiums, the optimum co-insurance rate varies between individuals and depends on the risk of falling sick and the price elasticity of demand. [Pg.126]
