Performance goals

The contribution of each structure, system or component to the facihty hazard can be measured through the probabilistic concept of the performance goal. The performance goal for a structure, system or component in relation to a specific external event is defined as the probability of failure (Pp) of the structure, system or component to perform its required safety function in the case of that external event. The performance goal for an external event may be lower than the performance goal for internal accidents. 

The probability of failure of structures, systems or components as the result of external events is computed as the product of the full range hazard curve of the external events convoluted with the derivative of the fragility of the structure, system or component under consideration, as shown in Section 4. The fragility of structures, systems and components is defined as the cumulative conditional Pp (unacceptable performance) versus the selected hazard parameter. The hazard parameter is typically represented by factors such as the peak ground acceleration (PGA) for earthquakes, the water depth for floods and the maximum wind speed for winds. 

Typical values for performance goals for research reactors are presented in Table 5 in relation to generic external event scenarios. For comparison, it should be remembered that performance goals for NPP components in the highest safety class are normally established at a Pp of 10 /a. In principle, the performance goal could also be a function of the hazard category of the facility, but for this publication it is only a function of the external event category.

Operation and Maintenance. Engineering and constmction firms can be contracted to take charge of treatment-plant operation and maintenance and manage other aspects necessary to meet performance goals, such as hiring and cost controls (7). Costs to the municipalities are reported to be competitive with the more traditional approach of management by municipal employees (8).

The DOD and NASA programs generally involve an aerospace firm that works with material suppliers to develop a material for a specific performance goal. In addition, the Government provides some research and development (R D) funds so the risk to the materials developer is minimized. In a sense, this is a case of vertical integration in which DOD or NASA is the end user and manages the complete product development. 

It is demonstrated in the pilot tests that TCE can be removed by 99% for the direct contact exposure route within 3 to 5 yr using the vapor extraction system. The potential for fugitive losses of air contaminants would be minimal under good control conditions. A countercurrent packed tower air stripper (13.72 m tall and 1.22 m in diameter) would be used to treat the extracted groundwater to meet the performance goal of 5 pg/L TCE concentration. The exhaust air would be discharged through carbon beds for adsorption. 

All fuel cells exhibit kinetic losses that cause the electrode reactions to deviate from their theoretical ideal. This is particularly true for a direct methanol PEFC. Eliminating the need for a fuel reformer, however, makes methanol and air PEFCs an attractive alternative to PEFCs that require pure hydrogen as a fuel. The minimum performance goal for direct methanol PEFC commercialization is approximately 200 mW/cm at 0.5 to 0.6 V.

We see in Fig. 7 that our performance goal, 5000 plates in 5 min, can be rather easily met by using heptane or acetonitrite (t) = 0.4 cP). With more viscous eluents such as CCl (ij = 0.94 cP), water, (ij 1.01 cP), or ethanol (rj 1.1 cP), it becomes difficult and the accomplishment of our goal is practically impossible with more viscous solvents such as propanol (17 = 2 cP) or butanol (tj = 3 cP). The latter solvents, however, are rarely used as eluents in HPLC, but water/ethanol and water/methanol mixiures have viscosities in the 0.5-3 cP range. 

According to researchers, limitations of DC arc systems include the corrosive nature of the vitrified material, limitations on salt and water content, and uncertain performance in the destruction of organic wastes. The addition of flux materials may be required to allow the vitrified material to be poured and to allow the final waste form to meet performance goals. Volatile radionuclides and metals may accumulate in the off-gas treatment system. 

Team. A team is a small number of people with complementary skills who are committed to a common purpose, performance goals, and approach for which they hold themselves mutually accountable. 

The project cost, schedule and performance goals established through the planning phase of the project are the basis for approval to procure the asset and the basis for assessing risk.

Figure 2.4 illustrates the changes in the decision performance goal diagram for the opposite baseline condition (the true mean concentration of lead in soil is below the action level or the null hypothesis H0 i< 100 mg/kg). 

Depending on specified medical needs, the allowed combined examination uncertainty, also called an analytical performance goal, should be decided upon a priori because its magnitude influences the choice of metrological traceability chain.
