Neverthless, it is possible to analyze the information supplied by industry on new chemicals and summarize it in a way which does not breach CBI. This is what I have done in preparing this paper and it is the work of many of my cohorts within the Office of Toxic Substances. I intend to summarize the experience of EPA in dealing with these notices including an analysis of the classes and types of new chemicals, market areas, company size and other data. From this I will draw some conclusions about the impact of this requirement of TSCA on new product innovation and will describe what EPA is doing about it.

EPA s D.G. Bannerman reviewed these impacts on the market introduction of new chemicals. He summarized EPA s experience and analyzed the classes and types of new chemicals, company size, market areas, and, among other data, the number of notified chemicals actually reported to be commercialized. He stressed a new joint industry-EPA program to assist the smaller chemical companies to comply with TSCA, especially with premanufacturing notification. This will minimize negative impacts on product innovation without reducing the effectiveness of EPA s assessment of risks of new chemicals. 

An analyst, a metrologist, or a qualified contractor can perform the calibration, though all must follow the company s prescribed standard operating procedure (SOP) and acceptance criteria. The cost effectiveness of using outside contractors or an internal metrology department is dependent on company size and the number of HPLC systems in the laboratory.

Matching the Quality Control Effort to the Size of the Winery. The quality control plan can be as deep or as shallow as the individual winery manager desires to make it. It is essential that he determine what his needs are from a quality control program. Sizing the quality control effort to fit the winery and fulfilling this effort is his major goal. Many wineries today turn the Phase I quality control effort over to departments that do more than quality control, partially because of small company size. 

Each company size will be relative to the opportunity and must be taken in the context of the other attributes yet when considered in isolation a small company can only have limited ambitions in pharmaceutical terms. A blockbuster launch is beyond the ability of a small company unless they have a large partner. Medium-sized companies probably have the greatest potential for growth in that they have enough resources and the ability to raise funds for quite sizeable product developments with the capacity to convert much of the opportunity into revenues for themselves without having to share with a partner or partners. 

Industrial catalysis research can be both fundamental and applied. The long-term objective must be to make a profit using the knowledge of catalysis acquired through research. Different project evaluation schemes are used to assess the potential profit of catalysis-related research. Such factors as company size, business philosophy, competition, and economic conditions affect the ratio of applied to fundamental catalysis research.

An examination of the earlier surveys provided some indication of the degree of environmental reporting by individual business sectors, particularly with relation to company size. 

From these findings, it is possible to build a very approximate picture of how reporting on environmental issues is influenced by company size (Table 3.3). This clearly shows how the tendency to report on the environment is heavily geared to company size. These are strictly average figures across the whole of the industry, but our own analysis confirmed in general the findings on this point (see section 7.1). 

Effect of company size on environmental reporting tendency... 

The top 40 nominations were dominated by American companies, i.e. close to 60% of the total. The remaining 40% was divided between Europe (30%) and Japan (10%), with little trace of the rest of the world. At the very top were General Electric and Microsoft, the world s two largest companies by market value, which suggests that the respectability rating is enhanced by company size. 

Then, as far as the case of the employees is concerned, the threshold minimum cost was set at approximately 30000, with an additional 0.67 per employee. This would produce a figure of about 100000 for a CER from a company with 100000 employees. As expected, the resources invested in environmental disclosure increase with company size, however it is measured. 

From the analysis of these chemicals industry CERs, the characteristics of the CER providers themselves were determined with regard to geographical location and company size. 

There is no established pattern or one best way for organizing and implementing market development. Because of this, each market development effort has to be tailored to a mix of factors. Company size and organizational structure, the nature of the markets, type of product—e.g., commodity or specialty, specification-type or performance-type, etc.—and the capability and availability of people are important factors which affect the role of market development.

The survey does not ascertain the effects of certain factors on chemists income specifically in the pharmaceutical industry. These factors comprise geography, company size, annual raises, inflation, and bonuses.

A number of studies show that there is an inverse relationship between company size and the cost of implementing an EMS. A similar inverse relationship exists for the payback period of invested capital. Both elements imply a less favourable cost-benefit relationship for implementing an EMS in SMEs compared to larger companies.
