In February of 1947, after Stalin announced the reduction of the reparation burden and after vehement criticism of the creation of the "Soviet Trusts" by the Allies in the Control Council, 74 companies were returned to the German administrative authorities. These included coal mining and fuel production plants, among them the lubricating-oil plant of Luetzkendorf, and 7 medium-sized chemical plants, such as the Rodleben plant and the Ruetgerswerke of Dohna. ... 

The survey participants were asked about their reactivity testing programs. Three of five companies visited by CSB use expert opinion to examine the need for testing. Seven of nine use a mix of in-house and contracted testing capabilities. Two respondents rely on literature surv eys and expert opinion instead of chemical testing. HarsNet maintains that reactive chemical testing and analysis is too complex for most small-and medium-sized companies because of the wide spectrum of processes and equipment involved. The project seeks to provide an industry guide for estimating the thermal hazard of a chemical synthesis without sophisticated testing and analysis. 

The Chemical Leasing (ChL) approach is a new and innovative instrument to promote sustainable management of chemicals and close the material cycles between suppliers and users of chemicals ("closing the loops"). Chemical Leasing is applicable to large companies as well as small and medium size enterprises of different sectors. Experience shows that these new models reduce ineffective use and over-consumption of chemicals and help companies to enhance their economic performance. 

As was to be expected, the U.S. chemical leaders, Du Pont, Allied Chemical, American Cyanamid, GAF, and Tenneco Chemicals, had all withdrawn between 1976 and 1979 from the dyes sector. Only three medium-sized companies were still active in this area Crompton Knowles, American Color, and Atlantic Chemical. 

In France, however, there was no vertical integration between the great national chemical industry and the surfactant sector. Producers of the latter had to find the necessary feedstock—whether ethylene oxide, alkylphenols, fatty acids or higher alcohols— from rival companies, while for instance a medium-sized company like Berol Chemie in Sweden, recently acquired by Nobel Industries, had its own source of ethylene oxide, amines and nonylphenol in Stenungsund to feed its surfactants division. 

The chemical industry consists of hundreds of segments with an estimated 70000 different product lines manufactured by more than 1000 large and medium-sized companies, plus countless very small ones. The sector can be characterized as consisting of many mini industries of varying sizes, and it counts virtually every other industry among its customers - from agriculture to constrac-tion and electronics (Fig. 1.2). The automotive industry, for example, relies on several different chemicals in the production of tires, seats, dashboards and coatings, to name only a few major components.
