Beyond these indirect costs, there are future costs associated with new or more stringent variations of existing environmental legislation. We also need to recognize that all operations, especially those within complex industry sectors like petrochemicals, carry liabilities and exposures to potential catastrophic releases. Systems do fail for a variety of reasons, leading to unplarmed and sometimes innocent mistakes, that may result in third-party exposures for environmental damages or health risk exposures. These costs are related to legal fees, loss in consumer confidence, and subsequent losses in market shares for the products a company sells, as well as the clean-up associated with the spill or release.

The initial appraisal allows consideration of the likelihood of exposure due to the presence of chemical agents. When the conclusions of the initial appraisal show a possible risk exposure for the worker, more data are gathered taking special account of tasks with high exposures. In many cases, it is necessary to complement physical security by the installation of an intruder alarm system in order to achieve the standard of security commensurate to the risk exposure. As discussed in Chapter 4, some risk-based decision making can benefit by the development of tolerance criteria for the various types of risk to which building occupants may be exposed. When identified risks are higher than what can be deemed tolerable, they should be eliminated or reduced to control the company s risk exposure. The process of risk identification and evaluation, comparison to tolerance criteria, and elimination or reduction of intolerably high risk is known as risk management. Figure 6.1 illustrates this process. Application of these tolerance criteria helps protect building occupants and ensure that resources are appropriately applied. 

A first kind of these insurance products are called "catastrophe bonds" and consist in securitizing environmental risks in bonds, which could be sold to high-yield investors. The catastrophe bonds are able to transfer risk to investors that receive coupons that are normally a reference rate plus an appropriate risk premium. By these products, insurance companies limit risk exposure transferring natural catastrophe risk into the capital markets. In this way, with the involvement of the financial markets, their global size offers enormous potential for insurers to diversify risks.

Ann now lives eighteen miles out of town in the desert. Human research issues affect all programs in US-EPA. For those substances for which appropriate human smdies are available, the so-called average relative risk model has been used. Quantitative assessments using this model comprises four steps (1) selection of studies (2) standardized description of study results in terms of relative risk, exposure level, and duration of exposure (3) extrapolation towards zero dose and (4) application to a general (hypothetical) population. 

Risk assessment and epidemiology could be successfully combined to analyze environmental health risks. Exposure assessments estimate concentrations of toxic chemicals in the environment that could be transferred to humans by ingestion, inhalation, or dermal absorption. In the future, there will be a greater need for agreement on how best to simultaneously assess societal risks involved with damage to both ecosystems and the human population (Ruttenber, 1993).

The ideal trade-off between ensuring a competitive auction with low transactions costs and providing steady liquidity is difficult to judge before we have gained more experience with allowance auctions.
