Because emergency response team members in the course of their assigned responsibilities could be exposed to infectious diseases such as hepatitis B and AIDS, they are covered by OSHA s Bloodborne Pathogens standard. All first-aid providers who render assistance in any situation involving the presence of blood or other potentially infectious materials, regardless of whether or not a specific exposure occurs, must have the vaccine made available to them as soon as possible but in no event later than 24 hours after the exposure incident. This would include employees whose written job descriptions or whose job duties will expose them to blood or other potentially infectious materials on the job. The purpose of medical and first aid is to provide the anployee with readily available medical consultation. If medical personnel are not readily available, then personnel adequately trained to administer first aid are to be present. OSHA has said that the requirement for interactive questions and answers has been interpreted to mean that employees must have direct access to a qualified trainer dming the training session. The use of an electronic mail system to answer employee questions would not be considered direct access to a qualified trainer, unless the trainer is available to answer e-mailed questions at the time the questions arise. Frequently, a student may be rmable to go further with the training or to understand related training content until a response is received. Failure to provide employees direct access to a quahfied trainer would constitute a violation of the bloodborne pathogens standard. [Pg.520]
