It is a truism, of course, that inspection and inspectors are not popular on the part of those being inspected. Inspection and Preventive Maintenance As with all water-based extinguishing systems, particularly those installed outside, inspection and preventive maintenance are critical to reliable operation. Detection devices are typically inspected, tested, and maintained quarterly or at a frequency deemed more appropriate for a particular location. The water-spray system itself is typically flow-tested at least annually (NFPA 25, 1995). Because of the nozzles small orifice size, scale and corrosion buildup can compromise flow and spray patterns. The use of strainers and the conduct of flow tests will help minimize this potential problem. As stated earlier, preventive maintenance of the overall water supply and distribution systems is an integral part of a reliable system.

This includes a complete examination and involves disassembly and inspection of each part and replacement where necessary. Conduct maintenance at least annually or more often if conditions warrant. For all samples collected during inspections, the analytical results and their evaluation will be reported to the corresponding state as part of an inspection statement. To accommodate the 5,000 samples that were anticipated annually, SAL was to become part of a network of analytical laboratories (NWAL), along with existing laboratories nominated by member states for this purpose at the request of the IAEA. Fume hood maintenance involves periodical (daily, quarterly, annual) cleaning, maintenance, calibration, qualification and inspections. In daily inspection the fume hood area is visually inspected by the operator. Hood function indicating devices (LEDs) are a part of the modem fume cupboard. Periodic inspection covers capture or face velocity measured with a velometer or anemometer. 

It should be noted that none of these studies focuses on just what it is that inspectors do which has such an impact. Specifically, they do not raise directly the issue of whether to punish or persuade. What can be said, however, is that MSHA s inspection process has a very prominent punitive component. Under the 1969 legislation, whenever inspectors observe violations they are required to cite them that is, formally note them. Small administrative penalties are then imposed. Inspectors may also order the closure of the whole mine or sections of it. In Boden s study each mine had on average IO6 violations cited per year, with total annual penalties of 8000 per mine. More significantly, during the period of the study inspectors closed all or a part of every mine on average four times a year It is a good bet then that an increased frequency of inspections meant an increase in this type of enforcement activity. It is the increased frequency of inspection and associated enforcement, not just inspections, which Boden found to be associated with the drop in accident rates. 

The control arrangements should be part of the written health and safety policy. Performance standards will need to be agreed and objectives set which link the outputs required to specific tasks and activities for which individuals are responsible. For example, the objective could be to carry out a workplace inspection once a week to an agreed checklist and rectify faults within three working days. The periodic, say annual, audit would check to see if this was being achieved and if not the reasons for non-compliance with the objective. 

Alabama has adopted the periodic inspection requirements in Part 396 for intrastate operations. Vehicles must pass an inspection at least annually. A report must be prepared by a qualified inspector. A copy of the report must be kept where the vehicle is housed or maintained for 14 months. A copy of the report or a decal containing minimal information must be on the vehicle.
