The need for continuing or additional advanced materials research was a recurring topic in the HIA s strategic assessment for 2009-2015. The principles referred to so far are common to all New Approach directives. The individual directives obviously need to be specific on topics such as the scope, the essential requirements, the classification of the products and on the use of modules for conformity assessment. The pressure equipment directive includes some additional sector specific dispositions which relate to recognised third party organisations , the European approval for materials , a committee for pressure equipment and the user inspectorates . 

The results of the study should allow decisions on whether injury is a direct result of toxicity or secondary to other events. Almost all common metals and structural steels are liable to corrode in seawater. Regulations have to be followed in the proper choice of materials [16], In addition, there is a greater risk of corrosion in mixed constructions consisting of different metals on account of the good conductivity of seawater. (2-44)] and the geometrical arrangement of the structural components serve to assess the possibility of bimetallic corrosion (see Section 2.2.4.2 and Ref. 17). Laser ionization mass spectrometry or laser microprobing (LIMS) is a microanalyt-ical technique used to rapidly characterize the elemental and, sometimes, molecular composition of materials. It is based on the ability of short high-power laser pulses (-10 ns) to produce ions from solids. The ions formed in these brief pulses are analyzed using a time-of-flight mass spectrometer. The quasi-simultaneous collection of all ion masses allows the survey analysis of unknown materials. The main applications of LIMS are in failure analysis, where chemical differences between a contaminated sample and a control need to be rapidly assessed. The ability to focus the laser beam to a diameter of approximately 1 mm permits the application of this technique to the characterization of small features, for example, in integrated circuits. The LIMS detection limits for many elements are close to 10 at/cm, which makes this technique considerably more sensitive than other survey microan-alytical techniques, such as Auger Electron Spectroscopy (AES) or Electron Probe Microanalysis (EPMA). It is obvious that the range of possible formulations based on poly(vinyl chloride) and related copolymers is very wide indeed. For each end-use the requirements must be carefully considered and a formulation devised that will give a compound of adequate properties at the lowest cost. In assessing cost it is not only important to consider the cost of the compound but also comparative processing costs, the possible cost of storing additional materials and many other cost factors. 

Now you can reconsider the material balance equations by adding those additional factors identified in the previous step. If necessary, estimates of unaccountable losses will have to be calculated. Note that, in the case of a relatively simple manufacturing plant, preparation of a preliminary material-balance system and its refinement (Steps 14 and 15) can usefully be combined. For more-complex P2 assessments, however, two separate steps are likely to be more appropriate. An important rule to remember is that the inputs should ideally equal the outputs - but in practice this will rarely be the case. Some judgment will be required to determine what level of accuracy is acceptable, and we should have an idea as to what the unlikely sources of errors are (e.g., evaporative losses from outside holding ponds may be a materials loss we cannot accurately account for). In the case of high concentrations of hazardous wastes, accurate measurements are needed to develop cost-effective waste-reduction options. It is possible that the material balance for a number of unit operations will need to be repeated. Again, continue to review, refine, and, where necessary, expand your database. The compilation of accurate and comprehensive data is essential for a successful P2 audit and subsequent waste-reduction action plan. Remember - you can t reduce what you don t know is therel... 

Thorough assessment of the service environment and a review of options for corrosion control must be made. In severe, humid environments it is sometimes more economical to use a relatively cheap structural material and apply additional protection, rather than use costly corrosion-resistant ones. In relatively dry environments many materials can be used without special protection, even when pollutants are present.
