During the 2002 World Summit on Sustainable Development (WSSD), the U S. The first version of the GHS was adopted in 2002 and The Plan of Implementation of the World Summit on Sustainable Development (WSSD), adopted in Johannesburg in 2002, encouraged countries to implement the GHS as soon as possible with a view to having the system fully operational by 2008. A first revised edition was published in 2005 and is currently the most recent version. The GHS is now ready for worldwide implementation and has already started with pilot countries introducing the system in their national practices in different regions of the world.

At the 2002 Johannesburg World Summit on Sustainable Development the international community agreed on the goal of ensuring that, by the year 2020, chemicals will be produced and used in ways that minimise significant adverse impacts on human health and the environment. 

Key to ensuring NSS sustainable development is the production/consumption ratio stated at the World Summit on Sustainable Development in Johannesburg in 2002. China is a good example of the consumption dynamics observed in recent decades. Until quite recently China was a country of cyclists. However, a traveler in the 1980s visiting such cities as Beijing and Shanghai will see quite another picture today. In 2002 there were about 2 million cars in China, in 2003 the number increased daily by 11,000, and today the number has exceeded 4 million. In 2007, car sales increased by more than 77%, and by 2015 the expectation is 150 million cars.

At the UN World Summit in 2002, Responsible Care received the World Summit Business Award which the International Chamber of Commerce (ICC) s organises in collaboration with the United Nations Environment Programme (UNEP). And, at the World Summit on Sustainable Development, Responsible Care was praised as an example of a successful global partnership. 

In the Priorities for Action of the IFCS in the year 2000, the target year 2008 was set for implementation of a harmonised system, and this was endorsed by the World Summit on Sustainable Development in 2002. The system adopted in late 2002 was revised in 2005 and 2006 (UNECE 2007). Responsibility rests with the United Nations Economic and Social Council Sub-Committee of Experts on the GHS under the United Nations Economic Commission for Europe (UNECE). The target of full GHS implementation by 2008 has not been reached, but implementation is well underway. Major actors have set deadlines, such as the United States (transportation 2010) and the European Union (2010 for classification of substances and 2015 for mixtures).

Major areas of harmonization work arose from the United Nations (UN) Conference on Environment and Development (UNCED) held in 1992, and the 2002 World Summit on Sustainable Development. In its Plan of Implementation (para 22.(c)) adopted in Johannesburg on September 4, 2002, the World Summit on Sustainable Development encouraged countries to implement the new GHS as soon as possible with a view to having the system fully operational by 2008. 

The United Nations Institute for Training and Research (UNITAR) joined the lOMC in 1997. The lOMC vision is to be the preeminent mechanism for initiating, facilitating, and coordinating international action to achieve the World Summit on Sustainable Development (WSSD) 2020 goal for round management of chemicals. 

At the global level, there have been important strides in the control and management of chemicals. The 10-year followup to the Rio Earth Summit, the World Summit on Sustainable Development, was held in 2002 in Johannesburg, South Africa. Among the targets it set was to use and produce chemicals by 2020 in ways that do not lead to significant adverse effects on human health and the environment. 

The Sustainable Development Timeline captures some of the key events. The original version of The Sustainable Development Timeline was published in 1998 with the support of the IDRC. The second edition was published in 1999. USD has prepared this third edition of the Timeline in advance of the World Summit on Sustainable Development.

In 2002, the international community met in Johannesburg to once again take up the challenge of sustainable development. The World Summit on Sustainable Development was one of the largest and most important international gatherings ever held on the subject. 

Increasing globalization and the enormous market for chemicals and the products they are used means that chemical safety programmes must be strengthened and steps must be taken to integrate these programmes wisely into sustainable development. The Plan of Implementation of the World Summit on Sustainable Development 1 and the response by UNEP is a step in this direction.

As the original timetable was not realized, the so called purple book [7-3] was published in 2003 at the World Summit on Sustainable Development. The decision was made to implement CHS as rapidly as reasonable possible, the latest time for complete implementation to be 2008.
