The PMCD receives guidance from the Army Medical Services (U.S. Army Center for Health Promotion and Preventive Medicine), working in conjunction with the Department of Health and Human Services Centers for Disease Control and Prevention, about the levels of exposure to chemical agent that are considered safe for both workers and the public (U.S. Army, 1990, 1991). Recent reevaluations have led to proposals for significantly lower recommended standards related to exposure to chemical agents. This possibility has raised citizen concern about the safety of Army stockpile storage and chemical demilitarization operations designed to meet the current exposure limits.

During a war many emergency facilities, professional medical assistance, and hospital services could be severely reduced or destroyed. It will be the responsibility of the individual to do all that he can to protect himself. OCDM, in cooperation with the U.S. Public Health Service, has been conducting Project MEND at the Public Health Service Hospital in Boston, Mass. This project will develop a handbook for lay use to guide the citizen concerning what. to do and how to do it when medical and hospital services are curtailed. The distribution of this handbook to every home in this country will provide a material contribution to the individual s protection. 

The Superfund law derives from citizen concerns over the health impacts of decades of accumulated hazardous wastes within or near communities. More accurately labeled the Comprehensive Environmental Response, Compensation, and Liabihty Act (CERCLA), the Superfund governs the removal and destruction of toxics and also estabhshes disposal procedures through the Office of Superfund Remediation Technology Innovation (OSRTl). Prioritization activities are within the jurisdiction of the OSTRI. 

In the initial plarming phase of development, states, local governments, and industry can work together to minimize long-term effects and to address citizen concerns such as traffic congestion, damage to roads, dust, and noise...

The significance of the exposure levels shown in the Levels of Significant Exposure (LSE) tables and figures may differ depending on the user s perspective. Public health officials and others concerned with appropriate actions to take at hazardous waste sites may want information on levels of exposure associated with more subtle effects in humans or animals (LOAELs) or exposure levels below which no adverse effects (NOAELs) have been observed. Estimates of levels posing minimal risk to humans (minimal risk levels or MRLs) may be of interest to health professionals and citizens alike. 

Some considerations relevant to public health concerns about modern and effective incineration systems have been described. However, local health officials and citizens of communities with hazardous waste incinerators have expressed to ATSDR their concern that they may not be able to judge a good operation, or that, once the initial trial burns and inspections are completed, the system may not be operated in the same manner as during the testing phase. We are now engaged in a Holy War as far as our enemies are concerned, and it may be a very dirty war. World War I was called The Great War, World War II was called The Good War. What do we call this new war We don t even know who our enemies are.
