A second difficulty raised by mandatory vaccination requirements is that some individuals may react adversely to vaccinations, particularly individuals who have other health conditions or who are taking medications for chronic illnesses. States often recognize this problem and provide exceptions to their mandatory vaccination laws for those who are susceptible to adverse reactions. These provisions vary from state to state. The proposed MSEHPA contains a provision that requires the vaccination must not be such as is reasonably likely to lead to serious harm to the affected individual (MSEHPA, 2002, 603(a)). [Pg.108]

State laws on mandatory vaccination vary considerably in the legal implications for nurses and administrators. Typically, it is the individual who falls within the class required to be vaccinated who bears the legal burden. Thus, laws that condition the attendance in public schools on first having a vaccination for a particular disease typically bar the individual from school if there is no vaccination. Other laws may impose a criminal fine or other criminal penalty on the individual who refuses to be vaccinated. In some cases, state laws may allow for the isolation or quarantine of individuals who refuse to be vaccinated. Some state laws may require that health professionals, including nurses, inform certain patients about vaccination requirements and might possibly require some action, such as notification to a local or state health department, if the vaccination is refused. Nurses will need to check with the legal counsel of their hospital for the specific requirements in their state. [Pg.108]

A total of 16,000 smallpox cases have been reported in 25 states (14,000 within the past 24 hours). One thousand people have died. Ten other countries report cases of smallpox believed to have been caused by international travelers from the United States. Vaccine supplies are depleted, and new vaccine will not be ready for at least 4 weeks. States have restricted nonessential travel. Food shortages are growing in some places, and the national economy is suffering. Residents have fled and are fleeing cities where new cases emerge. Canada and Mexico have closed their borders to the United States. The public demands mandatory isolation of smallpox victims and their contacts, but identifying contacts has become logistically impossible. [Pg.115]

Untoward vaccine effects are variable, manifesting from injection site irritation, fever, and irritability to encephalopathy, paralysis, and even death. - " " Reporting of certain vaccine adverse events to the Vaccine Adverse Event Reporting System (VAERS) is mandatory. VAERS was established by the Centers for Disease Control and Prevention (CDC) and the Food and Drug Administration (FDA) to facilitate the process of gathering postmarketing surveillance data on vaccine-related adverse events. VAERS reports record adverse events temporally but not necessarily eausally associated with vaccination. [Pg.559]

Mandatory worldwide vaccinations were eliminated in the 1970s. USA and USSR laboratories kept the agent in their laboratories and, after the end of the Soviet Union cultures were available in other countries. The vaccination of the pre 1970 under the WHO program does not maintain the immunity as in other infections, since it lasts only for 3-5 years. It is more dangerous as a biological weapon than other infections because both the infected individuals and their pox can transmit the disease. "... [Pg.11]

There are developments from the legislators to enlarge this list of products for which the CP will be mandatory, e.g., gene therapy products as well as DNA vaccines and recombinant proteins from transgenic plants or animals. Draft guidehnes and Points to Consider have aheady been circulated from the authorities. For a comprehensive overview, see [2-4]. [Pg.1682]

The December 1999 issue of the Townsend Letter for Doctors Patients contains articles bridging the connection between vaccinations and cancer. That is to say, vaccines carry viruses, some intended and some as contaminants. There is a poignant contribution by Raphaele Moreau-Horwin and Michael Horwin titled Link between Increasing Rate of Pediatric Cancers and Childhood Vaccines which connects cancer to viruses, and especially as pertains to childhood (mandatory) vaccinations. This is followed by an article titled Vaccine Scene 1999 Overview and Update by Harold E. Buttram, M.D. In particular, the work of W.J. Martin who is with the National Cancer Institute is cited, including the role of the African Green Monkey and the stealth virus. Also, a voice from the past, an article containing some of... [Pg.396]

Because anthntx is considered to he a potential agent for use in biological warfare, the Department of Defense (DoD) has begun mandatory vaccination of all active duty military personnel who might be involved in conflict. [Pg.45]

Workers who work with items possibly contaminated with diseases communicable to humans, including tissue, fluids, fecal materials, and equipment which has come into contact with any of these, should be offered appropriate immunizations, if safe effective vaccines are available. Tetanus shots are recommended for all who work with animals, while those who work with wild animals should be ofleied rabies vaccinations. A preemployment medical examination is mandatory and should include medical and work histories. Periodic examinations may be desirable and should be considered. Any worker who may come into contact with human or primate tissue, blood, and fluids must receive training to meet the standards of the OSHA bloodbome pathogen standard and be offered shots for Hepatitis-B. [Pg.202]

Although the laboratory supervisor should have considerable input in deciding whether a vaccine should be used or not, any decision to institute a mandatory vaccination program should be reviewed by a separate biosafety committee before implementation. Individuals must be fully informed of any possible risks. [Pg.399]

It is clear that iodination of a public water supply precludes selective iodine supplementation among different individuals, which may be considered to be a disadvantage. On the other hand, it may be an advantage in view of the fact that the principal success of iodized salt has occurred in those areas where iodization is mandated by law and the element of individual choice is removed s. As with other broadly applied public health measures, authorization by the appropriate governmental agencies is required, but this does not differ from the situation that applies in the case of chlorination or fluoridation of water, or the mandatory vaccination that has eliminated smallpox. [Pg.279]
